Respected Madam,
Sub: Grant of MACP to Multi-Skilled Employees – regarding.
This Union is constrained to bring to your kind notice that on the issue of grant of financial upgradations under the MACP scheme, the Multi-skilled Employees are being granted a lower Grade Pay than what is due to them. Some of the basic issues that require suitable evaluation in connection with the erstwhile TBOP/BCR system under which there were covered and the switch over to MACP including taking into account the factors involving the implementation of 6th C PC recommendations have not been properly kept in mind while granting MACP Upgradation to MSEs:
TBOP/BCR is to be granted for the eligible employees as per the orders of the DoP on implementation of the MACP Scheme. As per this orders, the erstwhile Group D employees now converted into MSEs shall have to be granted TBOP / BCR up to 31.08.2008. This has not been done in several circles.
Since all the MSEs are placed in 1800 Grade Pay w.e.f. 1.1.2006 in the merged pay scale of S-1 to S4, their earlier TBOP promotions lost its value. In effect their earlier TBOP or BCR promotions have been stripped of them, which cannot be done by the Government. The earlier BCR Group D officials who were in S-5 Pay Scale are granted with 1900 GP which is equivalent to TBOP level only in practice because of the merger of all pay scales up to S-4. Therefore the MSEs are to be placed in the following manner in appropriate level of Entry
Cadre, TBOP and BCR respectively up to 31.08.2008 to protect their earlier TBOP or BCR promotions:
Entry Cadre: 1800 GP.
TBOP officials: 1900 GP.[First Upgradation]
BCR officials: 2000 GP.[Second Upgradation]
Thereupon from 1.9.2008, the MACP is to be applied and any eligible officials are to be granted upgradation to the next Grade Pay from that level. This alone will protect the Multi-skilled employees from losing their appropriate levels of MACP. The absence of above application has resulted in MSEs given a wrong fixation as under:
Second Stage of MACP: 1900 GP
Third Stage of MACP: 2000 GP – by taking their earlier GP as on 31.08.2008 determined wrongly as the basis to grant the very next GP under MACP. It can be seen that this leads to wrong fixation of a lower level because even otherwise a MSE starting from 1800 GP is eligible under first MACP to 1900; Second MACP to 2000; and Third MACP to 2400. But unfortunately the wrong application of fixation under TBOP and BCR to the MSEs is causing
this anomalous fixation. This can be remedied only by correctly applying the Entry, TBOP and BCR level of
MSEs before 31.08.2008. If all MSEs are fixed at 1800 GP w.e.f. 1.1.2006, even then by applying first, second and third level of upgradation from 1.9.2008 the employees who completed 10, 20 and 30 years of service are to be placed at 1900:2000:2400 GP only and not in lower levels.
This Union seeks your personal intervention to cause to issue appropriate instructions to protect the appropriate level of upgradation to Multi-skilled Employees both under the earlier TBOP/BCR scheme and the present MACP scheme.

Sub- Unilateral shifting of SRM HP Division Head Quarters Mandi to Shimla with additional Charge of Asst Director Postal Services (Mails) – Request for restoration –reg
In pursuance of orders contained in DG Lr No.43-04/2010-PE II dated 7-5-2010 communicated in CPMG HP Circle Letter No.Esst /1-4/10 dated 17-5-2010 the head quarters of the SRM HP Division has been changed from Mandi to Shimla. The divisional office staff will work at Mandi. The SRM HP Division will work as ADPS (Mails) in addition to the SRM duties. By implementation of the above orders the staff members would have to
face inordinate delay in settlement of their monetary claims, grant of leave, process of retirement benefits , medical advances etc. as the files has to move from the divisional office to circle office where the SRM duties are looked by the ADPS. In addition to this the periodical meetings with the service unions will not be conducted regularly as ADPS (mails) is overburdened with is official duties. Thus the staff problems in HP Division would
be accumulated. Further it is submit that the ADPS will also under take tour programmes in his official duties. The decision of the Directorate is creating much problems to the staff members of HP Division.
Having considering the facts and circumstances of the case explained above you are requested to
reconsider the issue and requested to restore the position by shifting the SRM post from Simla to Mandi to
mitigate the hardship. Our union shall be thankful if a line reply is solicited .

Madam,
Sub- Irregular merger of Bangalore Air Sorting with Bangalore City RMS and Arasikere TMO with PSD Arasikere in Karanataka Circle – Request for restoration –Reg
Bangalore Air Sorting Office has been merged with Bangalore City RMS with effect from 5-5-2010. Arasikere TMO and SRO were merged with PSD Arasikere. This is in violation of DGs instructions contained letter No.8-11/2009-SR dated 1-12-2009 wherein it is clearly mentioned to maintain status quo. The Bangalore Air Sorting is a separate unit and can function in a separate building as the present merger is creating congestedness accommodation, there by the staff are facing hardship and inconvenience.
It has been noticed that inspite of agreement on 30-11-2009 it has been noticed that many Circles are not honouring this agreement which shows not serious on the agreement reached with the unions and breaches it at its own will.
Therefore you are requested to instruct the CPMG Karnataka Circle. to honour the contentes of the Directorate letter mentioned above and if necessary a local meeting with Circle Union may be conducted to reach an amicable solution.
Hence our union request to you kindly intervene in this matter urgently and cause for immediate
withdrawal the orders merger/abolition of merger of Bangalore Air Sorting with Bangalore City RMS and Arasikere TMO with PSD Arasikere in Karanataka Circle and advise the CPMG Karanataka Circle to honour the minutes of the meeting held with staff side and Secretary (Posts) on 30-11-2009 and maintain the status quo as on 30-11-2009.and to avoid staff unrest and agitation, for which act of kindness our union shall be thankful to you.

Sub:- Revision of Out Station Allowance.
This CHQ draws your kind attention that the quantum of Out station allowance those who are working in Transit Section (RMS) one station to another station their eligible for OSA is yet to be doubled as per the recommendations of the 6th CPC has recommended for doubling of quantum of the all allowances that were not directly recommended upon by it. However it has been that the orders for doubling of OSA are inordinately being delayed.
It is therefore requested that necessary action may urgently be caused for issue of orders on this issue.

Sub:- Request for procuring an uniform size bags for handling business mails in RMS offices – Reg
The Department of Post has introduced business mail with an intention to earn more revenue by attracting business mail .Unfortunately while handling the business mail proper steps have not been taken for closing of business mail in proper bags for conveying the mail. The mails are being closed in unsized bags, over weight bags and some times in wooden boxes which is resulting inconvenience to the RMS staff while handling the mail.
Therefore it is requested to procure uniform size bags so that the business mail can be handled with proper care. It is hoped the suggestion would be appreciated by the department .

Sub:- Irregular utilisation of services of MSE and GDS employees in the vacant posts of Sorting Assistants- Case of RMS T Division of Tamilnadu Circle-Reg
Kindly find herewith the xerox copy of orders of letter No. IRVR/SA coolie/09 dated 6-10-2009 issued by the SRM RMS T Division where in it was instructed to utilise the services of MSE and GDS employees in the vacant posts of Sorting Assistants on payment of coolie charges @ 16-40 per hour. This is exploitation of MSE and GDS employees. Infact the MSE and GDS should be utilised in the short term/vacant posts of Mailguards. There is no rule to utilise the services of these employees in the vacant posts of Sorting Assistants as they are not fully trained and qualified to work. ( imparting of training at PTCs and Computers training). This will result mishandling of public mail causing inordinate delay in receipt of mail. It is not known how the Divisional Head, T Division has framed his own rules without observing the norms and rules of the department.
Therefore it is requested to issue instructions to CPMG Tamilnadu Circle to cancel the irregular orders issued by the SRM T Division to protect the sanctity of the rules and honour of Sorting Assistants, for which act of kindness our union will be thankful to you.
