Com. . K.Raghavanderan Ex Secretary General NFPE ( elected as Secretary General NFPE at Kolkata 7th Federal Council October 2007) one of the foremost leader of Postal trade union movement in Tamilnadu Circle retired from service on 30-06-2010 after rending more than 38 years of meritorious service to the Department and also to the Union,. Com. K.R is not only an intellectual leader but also a natural leader of the Postal masses and in every strike and struggles he gave leadership to them. The masses always loose to them. Com .K.R. for his valuable and unmatched contribution to the Federation and Postal Trade Union Movement. He was an integral part of all CHQs and was closely associated with all the General secretaries with intimate friendship and camaraderie.

                                                       Sub: Grant of MACP to Multi-Skilled Employees – regarding.

This Union is constrained to bring to your kind notice that on the issue of grant of financial upgradations under the MACP scheme, the Multi-skilled Employees are being granted a lower Grade Pay than what is due to them. Some of the basic issues that require suitable evaluation in connection with the erstwhile TBOP/BCR system under which there were covered and the switch over to MACP including taking into account the factors involving the implementation of 6th C PC recommendations have not been properly kept in mind while granting MACP Upgradation to MSEs:
TBOP/BCR is to be granted for the eligible employees as per the orders of the DoP on implementation of the MACP Scheme. As per this orders, the erstwhile Group D employees now converted into MSEs shall have to be granted TBOP / BCR up to 31.08.2008. This has not been done in several circles.
Since all the MSEs are placed in 1800 Grade Pay w.e.f. 1.1.2006 in the merged pay scale of S-1 to S4, their earlier TBOP promotions lost its value. In effect their earlier TBOP or BCR promotions have been stripped of them, which cannot be done by the Government. The earlier BCR Group D officials who were in S-5 Pay Scale are granted with 1900 GP which is equivalent to TBOP level only in practice because of the merger of all pay scales up to S-4. Therefore the MSEs are to be placed in the following manner in appropriate level of Entry
Cadre, TBOP and BCR respectively up to 31.08.2008 to protect their earlier TBOP or BCR promotions:
Entry Cadre: 1800 GP.
TBOP officials: 1900 GP.[First Upgradation]
BCR officials: 2000 GP.[Second Upgradation]
Thereupon from 1.9.2008, the MACP is to be applied and any eligible officials are to be granted upgradation to the next Grade Pay from that level. This alone will protect the Multi-skilled employees from losing their appropriate levels of MACP. The absence of above application has resulted in MSEs given a wrong fixation as under:
Second Stage of MACP: 1900 GP
Third Stage of MACP: 2000 GP – by taking their earlier GP as on 31.08.2008 determined wrongly as the basis to grant the very next GP under MACP. It can be seen that this leads to wrong fixation of a lower level because even otherwise a MSE starting from 1800 GP is eligible under first MACP to 1900; Second MACP to 2000; and Third MACP to 2400. But unfortunately the wrong application of fixation under TBOP and BCR to the MSEs is causing
this anomalous fixation. This can be remedied only by correctly applying the Entry, TBOP and BCR level of
MSEs before 31.08.2008.  If all MSEs are fixed at 1800 GP w.e.f. 1.1.2006, even then by applying first, second and third level of upgradation from 1.9.2008 the employees who completed 10, 20 and 30 years of service are to be placed at 1900:2000:2400 GP only and not in lower levels.
This Union seeks your personal intervention to cause to issue appropriate instructions to protect the appropriate level of upgradation to Multi-skilled Employees both under the earlier TBOP/BCR scheme and the present MACP scheme.

Sub- Unilateral shifting of SRM HP Division Head Quarters Mandi to Shimla with additional Charge of Asst Director Postal Services (Mails) – Request for restoration –reg

In pursuance of orders contained in DG Lr No.43-04/2010-PE II dated 7-5-2010 communicated in CPMG HP Circle Letter No.Esst /1-4/10 dated 17-5-2010 the head quarters of the SRM HP Division has been changed from Mandi to Shimla. The divisional office staff will work at Mandi. The SRM HP Division will work as ADPS (Mails) in addition to the SRM duties. By implementation of the above orders the staff members would have to

face inordinate delay in settlement of their monetary claims, grant of leave, process of retirement benefits , medical advances etc. as the files has to move from the divisional office to circle office where the SRM duties are looked by the ADPS. In addition to this the periodical meetings with the service unions will not be conducted regularly as ADPS (mails) is overburdened with is official duties. Thus the staff problems in HP Division would

be accumulated. Further it is submit that the ADPS will also under take tour programmes in his official duties. The decision of the Directorate is creating much problems to the staff members of HP Division.
Having considering the facts and circumstances of the case explained above you are requested to
reconsider the issue and requested to restore the position by shifting the SRM post from Simla to Mandi to
mitigate the hardship. Our union shall be thankful if a line reply is solicited .

Sub- Irregular merger of Bangalore Air Sorting with Bangalore City RMS and Arasikere TMO with PSD Arasikere in Karanataka Circle – Request for restoration –Reg

Bangalore Air Sorting Office has been merged with Bangalore City RMS with effect from 5-5-2010. Arasikere TMO and SRO were merged with PSD Arasikere. This is in violation of DGs instructions contained letter No.8-11/2009-SR dated 1-12-2009 wherein it is clearly mentioned to maintain status quo. The Bangalore Air Sorting is a separate unit and can function in a separate building as the present merger is creating congestedness accommodation, there by the staff are facing hardship and inconvenience.
It has been noticed that inspite of agreement on 30-11-2009 it has been noticed that many Circles are not honouring this agreement which shows not serious on the agreement reached with the unions and breaches it at its own will.
Therefore you are requested to instruct the CPMG Karnataka Circle. to honour the contentes of the Directorate letter mentioned above and if necessary a local meeting with Circle Union may be conducted to reach an amicable solution.
Hence our union request to you kindly intervene in this matter urgently and cause for immediate
withdrawal the orders merger/abolition of merger of Bangalore Air Sorting with Bangalore City RMS and Arasikere TMO with PSD Arasikere in Karanataka Circle and advise the CPMG Karanataka Circle to honour the minutes of the meeting held with staff side and Secretary (Posts) on 30-11-2009 and maintain the status quo as on 30-11-2009.and to avoid staff unrest and agitation, for which act of kindness our union shall be thankful to you.

This CHQ draws your kind attention that the quantum of Out station allowance those who are working in Transit Section (RMS) one station to another station their eligible for OSA is yet to be doubled as per the recommendations of the 6th CPC has recommended for doubling of quantum of the all allowances that were not directly recommended upon by it. However it has been that the orders for doubling of OSA are inordinately being delayed.
It is therefore requested that necessary action may urgently be caused for issue of orders on this issue.

Sub:- Request for procuring an uniform size bags for handling business mails in RMS offices – Reg

The Department of Post has introduced business mail with an intention to earn more revenue by attracting business mail .Unfortunately while handling the business mail proper steps have not been taken for closing of business mail in proper bags for conveying the mail. The mails are being closed in unsized bags, over weight bags and some times in wooden boxes which is resulting inconvenience to the RMS staff while handling the mail.
Therefore it is requested to procure uniform size bags so that the business mail can be handled with proper care. It is hoped the suggestion would be appreciated by the department .

Sub:- Irregular utilisation of services of MSE and GDS employees in the vacant posts of Sorting Assistants- Case of RMS T Division of Tamilnadu Circle-Reg

Kindly find herewith the xerox copy of orders of letter No. IRVR/SA coolie/09 dated 6-10-2009 issued by the SRM RMS T Division where in it was instructed to utilise the services of MSE and GDS employees in the vacant posts of Sorting Assistants on payment of coolie charges @ 16-40 per hour. This is exploitation of MSE and GDS employees. Infact the MSE and GDS should be utilised in the short term/vacant posts of Mailguards. There is no rule to utilise the services of these employees in the vacant posts of Sorting Assistants as they are not fully trained and qualified to work. ( imparting of training at PTCs and Computers training). This will result mishandling of public mail causing inordinate delay in receipt of mail. It is not known how the Divisional Head, T Division has framed his own rules without observing the norms and rules of the department.
Therefore it is requested to issue instructions to CPMG Tamilnadu Circle to cancel the irregular orders issued by the SRM T Division to protect the sanctity of the rules and honour of Sorting Assistants, for which act of kindness our union will be thankful to you.

The Central Working Committee Meeting of our Union was successfully held at Kalyan (Maharastra) from from 3rd to 5th June 2010,under the Presidentship of Comrades J.A.Ghodke CHQ President/ N.R.Malivya Vice-President CHQ. C.W.C. Inaugurated by Smt Rajeshwari choudry, Mayor Ulas Nagara Palika, Com. D.K.Rahate President NFPE, Com. Mangesh Parab, AGS & CS P3, Com. K.K. Sharma, Vice President NFPE, and others
also attended and addressed the CWC. and Felicitation programme to Com J.A.Ghodke CHQ President arranged by Maharastra Circle in a Grand manner in the Open session.

Subject Committee : The subject committee after formally adopting the agenda of the central working committee. the report to the central working committee meeting were formally placed for the adoption of the house. There
upon the agenda items from number 1 to 7 were clubbed together and the General Secretary, Com. P.Suresh initiated the discussion. All the Circle Secretaries and CHQ office bearers participated in a lively discussion.
The meeting discussed staff problems, Drop the move to outsource any function of the DoP including on the recommendations of McKinsey, negative moves of merger of RMS Divisions, merger of SROs with Post offices, merger/abolition of RMS office /Transit Sections/ Record offices in violation of agreement between the

Directorate and staff side, Outsourcing of MMS functions to Private Contractors, revision of OTA and OSA
rates, non sanction of single MSE/ Mailguard vacancies for 2006-07-08 and organisational issues in length.
The CWC held purposeful discussions on problems, Membership verification and took appropriate decisions.
The CWC decide upon to launch an programme of action Divisional/Circle and All India levels, including
Indefinite Strike exclusive on burning issues of RMS /MMS , and retrograde policies of the Postal Board
officers. CWC decided to go for direct action after taking appropriate decisions in the ensuing NFPE Federal Council in June 2010. CWC decided to intensify The Indefinite Strike by Postal JCA is only to end this
suffocation and sufferings. Get United - Get into Action make the strike a resounding success
During the course of Discussion on the organisational issues the retirement of Com. J.A.Ghodke CHQ
President CWC unanimously decided that the Com. J.A.Ghodke will continue as CHQ president
organisationally till the next All India Conference, and Com. N.R.Malivya V.P. President will be officially
working President of CHQ.
Next All India Conference to be held in Assam in the month of September 2011
The General Secretary Com. P.Suresh summed up the debate at the end. The CWC discussed the
following items also and took appropriate decisions:

1. Filling up all M.S.E.( earlier group’D’) posts from GDS/Casual Labourers employees 75% & 25% with out any abolition under screening committee, as per the Earnakulam Hon’ble CAT/ Kerala High Court Judjement.
(a) filling up of Mailguard vacancies.
2. Providing Full Bogie/SLR accommodation to all RMS Sections.
3. Grant of four more chances in appearing in the LGO Examination for Mailguards and M.S.E.
4. Revised the syllabus of LGO Examination.
5. Providing adequate man power to all RMS and MMS units.
6. Providing pathways at all Railway Stations where RMS units are functioning.
7. Allotment of adequate funds for various heads like OTA, Medical and TA etc. including clearance of pendency.
8. Improvement of functioning of P &T and CGHS dispensaries.
9. Supply of Good Quality cloth uniform and other kit items like, Chappals, Shoes, Raincoats, and Umbrellas etc.
10. Problems of MMS like, Cleaners recruitment, Semi Skilled Pay Scale ,ACP promotions etc.
11. Early finalisation of Recruitment Rules for upgraded Group 'C' in PB-1 with 1800 GP – Ensure present system of absorption of GDS and TS CLS in Group 'D' posts into the new RR without insisting for the educational qualification – Filling up all the posts of Multi Tasking Staff without any delay.
12. Implement Supreme Court Orders for revision of wages from 1.1.2006 [6th CPC wages] to all RRR Candidates, Casual Labourers, Contingent staff, GDS Substitutes etc – Grant Temporary Status to eligible Full Time Status Casual labourers; Convert Part Time into Full Time; Absorb Full Time, Part Time, contingent in vacant GDS Posts.
13. Comprehensive Cadre restructuring of /Mailguard/Multi Task Staff.
14. Revision of OTA rates:- It is resolved There was no revision in regard OTA rates since 5th CPC and our union resolved to request to revise OTA rates keeping in view of arbitration awards and pay scales accepted by the 6th CPC.
15. Revision of OSA rates :- it is resolved to request for revision of OSA rates keeping in view the pay scales implemented in 6th CPC. and price hike of the days to meet the necessities
16. Manning of Transit Sections by Mail guards only :- It is resolved manned by Mailguards in All Transit Sections, in all circles HSG/LSG Sorting Assistants officials are manning some sections where there is no work load. And also some sections two Mail Agents are working were there is no justification for two Mail Agents. In all circles, there is heavy OTA expenditure in Group’ C’ and Group ‘D’ almost there is no OT including for Mailguards cadre, further in the short term vacancies of Group ‘D’ and Mailguards substitutes a being arranged without incurring OT, where as necessarily OT has to be incurred in place of Group ‘C’ on several occasions , the Mail Agent post kept vacant even in sections. In view, of the above facts, the CHQ union requests the Director General of Posts to review the above issue and replace the Mail Agents by Mailguards in transit sections as per Mohinder Singh formula and replaced Mailagents can be arranged in mail offices to avoid OT.

Subject:- Non-Functional Upgradation (NFU) for Officers of Organised Group 'A' Services in PB-3 and PB-4

A reference is invited to this Department's OM of even number dated 24.4.09 on the above subject. The Sixth Central Pay Commission had observed that the disparity, as far as appointments to various grades in the Centre are concerned, should not exceed 2 years between IAS and Organized Group 'A' Services. The matter relating to grant of Non-Functional Upgradation to officers of Organized Group A Services has further been examined in this Department and following clarifications are issued.

Point of doubt
Clarification
The scheme of NFU be made applicable to JTS officer of Organized group A services in view of acute stagnation at the level of JTS in many services.
In case no IAS Officer is available for comparison in STS grade, grant of Non-Functional Upgradation to STS level may be allowed after 7 years of service as Group 'A'. This upgradation shall be subject to the terms and conditions specified in this Department OM dated 24.04.09.
The term 'Batch' cannot have different meanings at different places.
The 'Batch' for direct recruit officers in the induction grade shall be the year following the year in which competitive exam was held. In subsequent grades the 'Batch' would remain the same provided the officer is not superseded due to any reason. In case an officer is superseded the officer would be considered along with the 'Batch' with which his seniority is fixed.

Guidelines for referrals to CGHS empanelled hospitals

Subject: Guidelines for referrals to CGHS empanelled hospitals in CGHS cities outside Delhi, where there are no Central Government hospitals.
             I am directed to state that it has come to notice that CGHS beneficiaries residing in cities covered by CGHS (outside of Delhi) are facing difficulties in getting services of specialists from State Government hospitals and they cannot avail services directly from private empanelled hospitals. After careful consideration of the ground realities, it has been decided to issue the following guidelines for strict compliance:
(1) CGHS beneficiaries must compulsorily be referred to polyclinics wherever set up by the CGHS;
(2) It posts of specialists are lying vacant in polyclinics, GDMOs, who are post graduates may be posted in polyclinics for consultation, and on the basis of the advice / opinion to be tendered by them, CMO i/c, AD / JDs may refer patients to private empanelled hospitals and diagnostic centres, according to the choice of the beneficiary;
(3) In those cities which do not have polyclinics and if GDMOs who are post graduates are available, their services as specialist may be utilised and patients may be referred to the dispensary in which such PG GDMOs are posted or if space is available in a centrally located dispensary, the PG GDMOs may be posted there;
(4) In the event of neither a specialist nor a PG GDMO is available in a city, CMO i/c shall make a provisional diagnosis and refer the patients to private empanelled hospital for specialists’ consultation;
(5) A referral from CGHS dispensary is required every the patient is advised any procedure for investigation;
(6) If any specific treatment / procedure is advised (except in emergency) by private empanelled hospital, it must be counter-signed by CMO i/c before the services are availed, to check possible misuse;
(7) No permission is required in case of emergency, where a beneficiary can avail treatment in a private empanelled hospital, as per existing instructions;
(8) The beneficiary will have to go back to the dispensary where his / her card registered for collection of medicines prescribed by the specialist of the private empanelled hospital. No indent of such medicines will be made, for which similar drugs with same generic formulation available in the dispensary will be supplied, as per standing instructions;
(9) Beneficiaries can purchase prescribed medicines for 3 (three) days only from open market, which shall be reimbursed by the CGHS / Ministry / Department, as the case may be . For requirement of medicines beyond three days, medicines will have to be procured from the dispensaries; and
(10) Once a diagnosis and treatment has been advised by the specialist, doctors in dispensaries may follow up the case instead of referring back after the specific period of the prescription gets exhausted. They have to use their own clinical judgement for follow-up and adjust the dose schedules, if required.
2.This issues with the approval of Director General of Health Services.

Issue of instructions on Reservation for the Scheduled Castes, Scheduled Tribes and Other Backward Classes in services...

DOPT has clearly stated in this OM, "some appointing authorities are continuing to implement such outdated and non-existent instructions. Keeping all these aspects in view this Department has decided to issue consolidated instructions on Reservation for the Scheduled Castes, Scheduled Tribes and Other Backward Classes in supersession of all the existing instructions on the subject. The proposal is not to change any aspect of policy on the subject but only to consolidate all the instructions and present them in easy to understand form/language. A draft OM has been prepared which covers all the aspects of reservation policy as existing at present. However, before issuing the proposed OM, it has been decided to put it in public domain and invite comments on it. If any person feels that the proposed OM does not include any of the existing instruction or any instruction included in the proposed OM is not in consonance with the existing instructions, may point out the same and send his comments to the undersigned by 12th July, 2010."

It has also been observed that though a number of instructions issued by the Ministry of Home Affairs and this Department on the subject have become outdated and are no more in operation, some Ministries/Departments etc. continue to follow such non-existent instructions. Consolidated instructions on Regularization of Unauthorized Absence

Sub: Consolidated instructions on Regularization of Unauthorized Absence.

The undersigned is directed to say that this Department has been receiving various references from Ministries/ Departments regarding regularization of unauthorized absence for long periods. The references are made basically because the Ministries/Departments do not follow the prescribed procedure for dealing with such unauthorized absence.
Guidelines/instructions exist for handling such situations.
2. As per Rule 25 of the CCS (Leave) Rules 1972.
(1).Unless the authority competent to grant leave extends the leave, a Government servant who remains absent after the end of leave is entitled to no leave salary for the period of such absence and that period shall be debited against his leave account as though it were half pay leave. to the extent such leave i s due, the period in excess of such leave due being treated as extraordinary leave.
(2) Willful absence from duty after the expiry of leave renders a Government servant liable to disciplinary action. Government of India decisions also exist; than a Government Servant who remains absent without any authority should be proceeded against immediately and this should not be put off till the absence exceeds the limit prescribed in Rule 32(2) (a) of the CCS (Leave) Rules, 1972.
3. It is once again stressed that a Govt. servant who remains absent without any authority shout d be proceeded against immediately. All Ministries/Departments are requested to ensure that in all cases of unauthorized absence by a Government Servant, he should be informed of the consequences of such absence and be directed to rejoin duty immediately / within a specified date, say within three days, failing which he would be liable for disciplinary action under CCS(CCA) Rules 1965. If the Government Servant does not join duty by the stipulated date the Disciplinary Authority should initiate disciplinary action against him and the disciplinary case should be conducted and concluded as quickly as possible,
4. It is only due to apathy of the Disciplinary Authorities that the situation arises where long pending unauthorized absence leads to delay in other service matters of Government Servants, including promotions. To avoid such situations all Ministries / Departments should advise Disciplinary Authorities to ensure that prompt action is taken against Government Servants who absent themselves with out permission and that Charge-Sheets are issued without delay.
5. The consequences and procedure to be followed in respect of an officer who is absent from duty without any authority has been brought out under FR 17(1) and 17-A. As per FR 17-A(iii) without prejudice to the provisions of Rule 27 of the Central Civil Services (Pension) Rules. 1972, remaining absent without any authority or deserting the post, shall be deemed to cause an interruption or break in the service of the employee, unless otherwise decided by the competent authority for the purpose of leave travel concession, quasi-permanency and eligibility for appearing in department examinations, for which a minimum period of continuous service is required.
6. Comptroller and Auditor General have issued orders that the period of absence not covered by grant of leave shall have to be treated as “dies non” for all purpose,;, viz., increment, leave and pension. Such absence without leave when it stands singly and not in continuation of any authorized leave of absence will constitute an interruption of service for the purpose of pension and unless the pension sanctioning authority exercises its powers under Article 421, Civil Service Regulations [now Rule 27 of the CCS (pension) Rules] to treat the period as leave without allowance, the entire past service will stand forfeited.
7. It may be noted that regularization of unauthorized absence for pension purpose is to be considered under the CCS (Pension) Rules. Only in cases where the disciplinary authority is satisfied that the grounds adduced for unauthorized absence are justified, the leave of the kind applied for and due and admissible may be granted to him under the CCS (Leave) Rules

Subject: Inclusion of names of the widowed or divorced or unmarried daughter/ parents / dependent disabled siblings (i.e. brothers and sisters/) in the PPO – Procedure for – Regarding.

The undersigned is directed to state that it was clarified earlier vide this Department’s O.M.No. 1/21/91-P&PW (E) dated 20.1.1993 that the revised PPO format introduced w.e.f. 1.1.1990 contains provision for entry of details of all members of the family of the pensioner. The PPOs issued prior to 1.1.90, however, do not contain the names / details of children of the pensioner. In cases where the names of eligible children have not been mentioned in the PPO for various reasons, the pensioner can furnish a list of eligible children to the pension sanctioning authority and obtain an acknowledgement thereof from that authority. This acknowledgment will be produced at the time of submission of family pension claim to the pension sanctioning authority. However, the production of an acknowledgment will not be a pre-condition to the processing of claim for family pension. Even the spouse of the dead Government servant/ pensioner can furnish the details of such Children, if not furnished by the Government servant/pensioner earlier, to the pension sanctioning authority as clarified vide this Department’s O.M. No. 1/21/91-P&PW (E) dt. 15.1.1999.
2. Representations have been received in this Department from Pensioners/family pensioners and Pensioners Associations indicating the reluctance on the part of Ministries / Departments / Organisations to include the names of eligible family members (i.e. widowed / divorced / unmarried daughters; parents and dependent disabled siblings (i.e. brothers and sisters) in the PPO thereby delaying the sanction of family pension to such eligible family members. This is not only a source of frustration and denial of rightful claim to such eligible family members but at times causes undue hardship to them.
3. With a view to streamlining and cut delays in the pension sanctioning process, it is hereby clarified that in cases wherein eligibility of family members (i.e. divorced or widowed or unmarried daughter/ parents/ dependent disabled siblings (i.e. brothers/sisters) occurs after issue of the PPO, the pensioner himself or his/her spouse may intimate the details/ names of divorced or widowed or unmarried daughter/parents/dependent disabled siblings (i.e. brothers and sisters), to the pension sanctioning authority as per the procedure indicated in para (1) above. Similarly, in cases where the pensioner or his/her spouse has expired, the widowed or divorced or unmarried daughter/ parents/ dependent disabled sibling can themselves intimate such details to the pension sanctioning authority. However, the family pension in such cases can be processed by the pension sanctioning authority even without such intimation / acknowledgment, if sufficient proof of entitlement is produced by the claimant and all other conditions for grant of family pension are fulfilled.
4. This issues with the concurrence of the Ministry of Finance, Department of Expenditure vide their U.O. No.368/EV/2010 dated 15.06.2010.

No Privatisation of Indian Railways: Mamata Consultative Committee Meeting of Ministry of Railways held
The Minister of Railways, Mamata Banerjee has reiterated that there will be no privatization of Indian Railways. She gave this assurance to the nation while addressing the Consultative Committee of Members of Parliament for the Ministry of Railways, here today. Speaking on the subject of the today’s meeting namely, “Public Private Partnership (PPP) in Railways”, she said that PPP route will be utilized to create more infrastructure, more assets and more employment.
She said that there are many socially desirable railway projects which are not being implemented because of the shortage of funds. She said that PPP is an instrument of mobilization of increased revenue from new business opportunities for investment in infrastructure. She said that there is a need to adopt new vision and new thinking for the development of Indian Railways and these have been outlined in the ‘Indian Railways Vision 2020’ document released by her. She said that commercial utilization of railway land, not required for immediate railway operations, can be and is being adopted to set up manufacturing facilities for locos, coaches, and components as also for hospitals, medical colleges and training institutions.
The Railway Minister further said that Railway Employees Unions are regularly involved and consulted in major decision making process. She emphatically said that care is taken to ensure that interests of railway employees and railway users are not only fully protected but also substantially advanced through these new initiatives. Mamata Banerjee pointed out that a single window cell is working in the Ministry of Railways under Secretary Railway Board to receive, process and monitor PPP proposals.
On the directions of the Railway Minister, Chairman, Railway Board, Shri Vivek Sahai, in the beginning, outlined the PPP strategy of Indian Railways. Shri Sahai informed that the PPP proposals received by the Railways are being processed and dialogues with the private players are being initiated.
The members of the Committee also gave suggestions and presented their view points at the meeting on the PPP initiatives taken by the Minister of Railways for the overall development of Railways. Some of the members suggested to further focus on basic passenger amenities

LTC rules relaxed for Central Govt officials visiting JK

Government has decided to relax LTC rules by permitting Central government employees to travel by any airlines to visit Jammu and Kashmir. All officers and employees of the Central government will be allowed to avail LTC to visit the state against "conversion of one block of their home town LTC", an order issued by the government said.

Officers and employees of the Centre entitled to travel by air can avail this LTC in their entitled class, it said.

All other employees of Central government can travel by air in economy class from Delhi and Amritsar to any place in J and K by any airlines subject to their entitlement being limited to fares of Air India, the order said.
"Journey from their place of posting upto Delhi/Amritsar will have to be undertaken as per their entitlement," it said.

Sub: Regulation of pension and other retirement benefits of Government servants who were on Extraordinary leave/unauthorized absence/suspension as on 1.1.2006 and retired/died thereafter without joining duty

The undersigned is directed to say that in accordance with Rule 33 of the CCS (Pension) Rules, for calculation of pension, the expression emoluments means basic pay as defined in Rule 9 (21) (a) (i) of the Fundamental Rules which a Government servant was receiving immediately before his retirement or on the date of his death. In accordance with Note 3 under this rule, if a Government servant immediately before his retirement or death while in service had been absent from duty on extraordinary leave or had been under suspension, the period whereof does not count as service, the emoluments which he drew immediately before proceeding on such leave or being placed under suspension shall be the emoluments for the purposes of this rule.

Doubts have been raised in regard to the manner in which the pension and other retirement benefits of Government servants, who were on extraordinary leave/unauthorized absence/suspension has been examined in consultation with the Ministry of Finance (Department of Expenditure) and the following clarifications are issued:

Category of Government servant Manner in which pension and other pensionery benefits are to be regulated

Government servant, who was on extraordinary leave/unauthorized absence – the period whereof does not count as qualifying service – as on 1.1.2006 and retired/died thereafter without joining duty. In accordance with Rule 33 of CCS(Pension) Rules, 1972, the basic pay which he drew immediately before proceeding on such leave, shall be the emoluments of the purpose of pension The pension/family pension thus calculated will be revised in accordance with the instructions contained in this Department’s O.M. No. 38/37/08-P&PW(A) dated 1.9.2008 and will be paid to the pensioner/family pensioner from the date it becomes due.

For the purpose of gratuity, the emoluments shall also include Dearness Allowance admissible on the date of retirement/death of the Government servant.

The pension/family pension/commutation of pension and gratuity will be regulated in accordance with the rules/instructions applicable before 1.1.2006.

Government servant, who was on extraordinary leave – the period whereof counts as qualifying service – as on 1.1.2006 and retired/died thereafter without joining duty. The pay of such a Government servant will be notionally revised w.e.f. 1.1.2006 and this notionally revised basic pay will be reckoned as emoluments for the purpose of pension

For the purpose of gratuity, the emoluments shall also include Dearness Allowance admissible on the date of retirement/death of the Government servant.

His pension/family pension, commutation of pension and gratuity will be regulated in accordance with the instructions contained in this Department’s O.M. No. 38/37/08-P&PWA() dated 2.9.2008 and will be paid to the pensioner/family pensioner from the date it becomes due.

Government servant, who was under suspension as on 1.1.2006 and retired thereafter without joining duty. Such a Government servant, on retirement, is entitled to only provisional pension. The emoluments which he drew immediately before suspension shall be the emoluments for the purpose of provisional pension. This provisional pension will not be raised until the conclusion of the departmental / judicial proceedings and issue pf final order thereon.

3. These order issue with the concurrence of Ministry of Finance (Department of Expenditure) vide their U.O.No. C-33/EV/2010 dated 13.5.2010
4. In their application to the persons belonging to Indian Audit and Accounts Department these orders issue in consultation with the Comptroller and Auditor General of India.

Subject.: CCS (LTC) Rules, 1988 – Relaxation for travel by air to visit J&K


The undersigned is directed to say that in relaxation of CCS(LTC) Rules. 1988, it has been decided by the Government to permit Government employees to travel by air to J&K as per the following scheme:-

(i) All officers/employees of Government of India will be allowed to avail LTC to visit J&K against conversion of one block of their Home Town LTC.

(ii) Officers/employees of Government of India entitled to travel by air can avail this LTC in their entitled class.

(iii) All other employees of Government of India can travel by air in economy class from Delhi and Amritsar to any place in J&K by any airlines subject to their entitlement being limited to LTC-80 fares of Air India. Journey from their place of posting up to Delhi/Amritsar will have to be undertaken as per their entitlement.

(iv) Restriction of air travel only by Air India on LTC to other places shall continue to remain in force.

(v) This scheme shall be effective from the date of issuance.

2. These orders shall be in operation for a period of two years from the date of issue of this O.M.

3. In their application to the staff serving in the indian audit and Accounts Department, these orders issue on consultation with comptroller and Auditor General of India.

FLASH NEWS - RAILWAYS COMPLETES CADRE RESTRUCTURING AFTER 6th CPC

RAILWAYS COMPLETES CADRE RESTRUCTURING

DISCUSSIONS WITH UNIONS

Dear Comrades - Postal Department has not come forward to even constitute a Joint Committee of Official and Staff Side Members to go into the proposals of cadre restructuring - But the Railways once again completed their cadre restructuring after 6th CPC implementation - The new proposals finalised by Railway Authorities and Railway Staff Side is given below for information.

As per the new proposals, the Railway Commercial Clerks whose entry level scale of pay PB-1 with GP 2000/- will go up to 4600/- GP in PB-2 on percentage basis. The cadre restructuring will place only 14% of Clerks in the entry level and   24% will be in next level of 2400 GP; next 44% will jump to 4200 GP; and the balance 18% will go over to 4600 GP in PB-2.

Take the case of Ticket Checking Staff in Railways who are on par with our LDC. These sections will be placed from the entry scale of 1900 GP to 4600 GP in PB-2 at the percentage of 14%:24%:44%:18%. This means through cadre restructuring the LDC level officials also go up to 4600/- GP in PB-2 in Railways. 

Comrades! If Railways Cadre Restructuring can go up to 4600/- for officials with starting GP 1900- and 2000/- then why not Postal Assitants with entry GP 2400/- cannot go up to 4800/- through cadre Restructuring? Why the Postmen with 2000/- entry GP and LDCs with 1900/- GP in Department of Posts cannot go up to 4600/- GP like Railways?

Income Tax exemption limit for gratuity enhanced to Rs.10 lakh - Central Board of Direct Taxes approved
The government enhanced the income tax exemption limit for gratuity from Rs.3.5 lakh to Rs.10 lakh w.e.f. May 24, 2010.
The Central Board of Direct Taxes has approved notification of ten lakh rupees as the maximum amount of gratuity entitled to exemption under sub-clause (iii) of clause (10) of section 10 of the Income Tax Act 1961.
The notification will be applicable to employees who retire, or become incapacitated before retirement, or expire, or whose services are terminated, on or after the 24th May 2010.

Subject:Travelling Allowance Rules - Implementation of the Sixth Central Pay Commission.
     
        The Undersigned is directed to invite a reference to this Ministry's OM of even number dated 23.9.2008 vide which revised TA/DA Rules as per recommendations of 6th CPC, as accepted by the Government, were notified. Para 3 of the Annexure to the above mentioned OM prescribes the entitlement of food bills in respect of government officials on tour.

2. The matter regarding availability of suitable hotel accommodation etc. within the rates approved vide the O.M. to Government officials while on tour has been taken up by the Ministry of Tourism with various State Governments and also with ITDC. Some of the State Tourism Departments and the ITDC have responded to the initiative. The rates offered by various State Tourism Departments and ITDC to the Government officials while on tour can be accessed on the website of respective State Tourism Departments. The Ministry of Tourism is also being requested to collate the information centrally and post it on their website for convenience of government officials.
3. Government Officials may, if they so desire, avail of their rates offered by State Tourism Departments and ITDC while on official tour depending on their entitlement as per OM dt. 23.9.2008

CAMPAIGN MATERIAL ON THE 17 POINT CHARTER OF DEMANDS OF POSTAL JCA
 
Dear Comrades / Colleagues - A campaign material on the 17 Points Charter of Demands is placed hereunder by the Postal Joint Council of Action. Download the material and translate into respective Regional languages and use for effective campaigning amongst the employees.
 
Serve the Strike Notice at all levels on 4.6.2010 jointly by all Unions of Postal JCA when the All India Postal JCA of NFPE - FNPO - AIPEDEU - NUGDS will be serving the Notice on the Department of Posts.
 
 

1.       Drop the move to outsource any function of the DoP including on the recommendations of McKinsey – Cancel the decision to close down 'C' Class Post Offices – Cancel the orders for down gradation of EDSOs into ED BOs  and closure of EDBOs - Roll back steps of privatisation of speed post processing and mail conveyance and data entry work.

 

The decision of the Postal Board to summarily close down maximum single handed urban TSOs is most retrograde and against to the interest of service.  It is nothing but a ruse mentioning the matter of convenience of taking leave by the officials as claimed by the department behind this move but withdrawal of postal services in the existing post offices is aimed in order to outsource the operations through franchisees.  The orders on down-gradation of all GDS SOs into GDS BOs and closures of GDS BOs with the neighbouring Departmental TSOs are other retrograde steps with the ulterior motive for the introduction of more franchisee outlets. These steps will result in withdrawal of services to public and also cause adverse impact on staff interests. The Circle Administration here and there commenced operations to privatize the processing of speed post articles and outsource the mail conveyance and data entry work. The outsourcing and privatizing of postal operations is a negative step and huge revenue of the department is being diverted to private concerns. All these retrograde steps are to be rolled back by the Department. 

 

2.       Stop violations in the Agreements on Status Quo of RMS & MMS as well as the merger of RMS with less than 10,000 mails – Create scientific norms for the work in CRC, Speed Post, Logistics and EPP – Cancel the orders for replacing the General Line HSG-I by ASPOs in Mail Offices.

 

Despite agreements reached between the Department and the Staff Side, the Circle Administration in different circles are taking the liberty to close down RMS Offices and transfer headquarters with men and material  in violation of the agreements. The attempts of Maharashtra Circle Administration to merge different RMS Offices with more than 10,000 letter mail volume and thus disturbing the status quo agreed to by the Department on 30th November high level discussions is an example. The Administration in total violation of the Statutory Rules is replacing the HSG-I General Line officials with the ASPOs based on some discussions and decisions taken in the workshop held at Bangalore among the officers and without any discussions with the staff side. These violations of agreements and statutory rules are to be rolled back immediately. The earlier agreement arrived with staff side to keep the mail offices with 10000 letter mails per day should be honoured in true spirit.

 

3.       Holding of JCM Departmental Council meetings; Periodical Meetings with Federations; Sending of the issue of discrimination of pay scales between the Telecom TBOP/BCR and Postal TBOP/BCR w.e.f. 1.1.1996 to Board of Arbitration; and Holding of GDS Committee Meetings periodically with GDS Unions.

 

Despite reconstitution of Departmental Council JCM and submission of subjects by the Staff Side, no meeting of JCM Departmental Council is being convened. This negotiating forum has been locked up for years together and that is undermining the very basis of joint consultations on staff issues and unilateral implementation of several retrograde orders taking place. Similarly no Periodical Meeting with the Federations and All India Unions are taking place for a very long time and no such meeting has been convened despite recognition granted to the Federations. Similarly the holding of GDS Committee meetings has never re-commenced for a very long time which denies the only opportunity of negotiations to the GDS cadre on their genuine issues.  Even the meeting of Departmental Anomaly Committee that has met once in which the staff side insisted for parity of pay scales between the Telecom TBOP/BCR and Postal TBOP/BCR w.e.f. 1.1.1996 but the Official side has not even recorded any disagreement on that issue for referring to arbitration. All these fora of negotiations should commence regular meetings and the issue of pay parity with Telecom should go for arbitration.

 

4.       Stop harassment of staff under Project Arrow – No extraction of work against Rules – No extraction of work beyond 8 Hours – No drafting of staff on duty and for Training etc on Sundays and Holidays – No harassment in the name of 100% Delivery – Withdrawal of all Punishments awarded to Postmen for minor non-delivery of articles.

 

In the Project Arrow Offices the staffs are being harassed to violate Manuals of Department but all such orders are kept as oral orders. The Staff side insists that all orders with regard to the functioning of the Project Arrow should be issued in writing by the Officers and no staff should be forced to implement oral orders of officers. There shall be no extraction of work against the Departmental Rules. The harassment against Postmen for 100% delivery should be stopped forthwith as 100% delivery is humanly impossible without violating Rules. There should be no drafting of Staff for training or duty on Sundays and Holidays without compensatory off and monetary compensation as well as expenses towards travelling etc. The full complementary strength as per blue book instructions should be maintained in Project Arrow Offices for which measurers like exclusive leave reserve staff for such offices shall be stationed without disturbing the actual strength of other offices. Punishments awarded for short of 100% delivery should be withdrawn immediately and Officers at all levels are to be instructed not to be vindictive. The unilateral extension of counter hours without providing staff and harassing the staff to look after the additional work without any compensation should be dispensed with. Ordering the officials to attend all Sundays and holidays without any off or weekly holidays to complete the pending work for core banking solutions should be stopped forthwith. The ILO norms on weekly holidays should be honoured.

 

5.       Fill up all vacant posts: [a] Undertake reassessment of vacancies in PA/SA cadre to rectify mistaken calculation of vacancies in all circles; [b] Fill up all vacant posts in all cadres in Department of Posts [Postal, RMS, MMS, Admn, DPLI, Postal Accounts, SBCO, Civil Wing etc] as on 31.12.2009; [c] Allow local recruitment as one time measure in Postal Accounts similar to 1997 at Sundernagar. 

 

There are large numbers of vacancies unfilled even now in different cadres. There were grave calculation errors in almost all the circles in assessing the vacancies of PA/SA cadre resulting more than 30 to 40% vacancies in the sanctioned establishment posts. The vacancies occurred due to LSG promotions were not taken as vacancies of those particular years. The vacancies kept under residual vacancies are not filled up and more than 5000 PA/SA vacancies are still kept unfilled under this category. This error should be rectified by causing reassessment of vacancies in all circles  duly taking all the unfilled up vacancies in the establishment register and roll of the divisions as on 31.12.2009 as current year vacancies for 2009 and filled up the same in a time bound manner. As far as the Postal Accounts is concerned, local recruitment similar to 1997 recruitment at Sundernagar has to be permitted as one-time measure to come out from the heavy shortage of staff prevailing there. All vacant posts in all cadres of PA/SA postal; PA/SA RMS; Drivers and Workshop staff in MMS; PA CO in CO/RO/DPLI; PA SBCO; Postman/Mailguards/Multi Task Staff; and Civil Wing Ministerial and Technical should be filled up.

 

6.       Comprehensive Cadre Restructuring of Group 'C' employees in PA/SA Cadre; [b] Withdrawal of unilateral orders on piecemeal cadre restructuring of Postmasters' cadre until comprehensive Cadre Restructuring of PA/SA cadre is completed; [c] Comprehensive Cadre Restructuring of LDC, Sorters & DEOs in Postal Accounts by amalgamation into a single Accounts Assistants cadre in the pay of Pb-1 with 2400 GP; [d] Comprehensive Cadre restructuring in PA CO cadre in CO/RO/DPLI; [e] Comprehensive cadre Restructuring of PA/SA cadre in SBCO; and [f] Comprehensive cadre restructuring of Postmen/Mailguard/Multi Task Staff.

 

Proposals for comprehensive cadre restructuring of all cadres in Postal Department was submitted immediately after the formal meeting held by the Secretary [P] on 13.01.2009  but even after one year and five months, no action has been initiated so far in this matter. The cadre restructuring in other CG Departments like Income Tax and Railways are gone to final stages. Unfortunately, the Department instead of going into comprehensive cadre restructuring of Group 'C' officials, has preferred to unilaterally restructure the 'Postmasters' cadre' distorting the existing promotional structure on the face of staff side objections. We demand immediate measures to comprehensively restructure all the cadres in the Department of Posts including the PA/SA in Postal and RMS/MMS, the Postal Accounts, Circle Offices, DPLI, SBCO, Postmen/Mailguards, Multi Task Staff.

 

7.       Grant of Pension, Departmental status to GDS extending the all benefits such as HRA/CCA, ACP etc, including Trade Union rights and welfare measurers – Remove discrimination on Bonus ceiling – Modify the 20,000 unilateral imposition of cash handling work points for GDS BPMs – Withdraw orders denying revised TRCA w.e.f. 1.1.2006 in respect of BPMs – Compute work norms to all types of work performed including NREGS, PLI,RPLI, Pension Payments etc to GDS – Implement enhanced Social Security to GDS like Ex-Gratia Gratuity and Severance Amount w.e.f. 1.1.2006.

 

Retirement benefits like ex-gratia and severance amount which were enhanced as recommended by the GDS Committee should be paid w.e.f. 1.1.2006 since all retirement benefits to regular employees on the recommendations of 6th CPC were implemented not from a prospective date but from 1.1.2006. Comprehensive schemes for departmentalisation of GDS by allocating proper work norms for PLI/RPLI, NREGS, Pension MOs and Bill Payments etc to enhance the work hours of GDS for facilitating departmentalisation should be worked out. Now with the large scale of expansion of PLI/RPLI as well as NREGS work coming up in a big way, there shall be change of approach towards GDS System to comprehensively departmentalise them. Grant of Pension, Grant of all benefits, Grant of Trade Union facilities, Grant of Welfare measurers etc to GDS shall be considered. The discrimination perpetrated in the name of GDS Committee to deny the parity on the matter of PLB Ceiling of 3500/- should be removed.  The unscientific tightening of BPM work norms by enhancing the quantum of cash handling to 20,000/- per point should be modified.

 

8.       Grant of Parity in Pay Scale [PB-1 with GP 2400/-] for MMS Drivers on par with Drivers of Parliament Secretariat – Recruitment of adequate number of Drivers – Sanction of OSA for the long distance logistics van drivers of MMS – Technology training to Work Shop staff and grant of Data Entry Operators scale of pay to Work Shop Staff.

 

The Drivers in MMS are to be granted PB-1 with GP 2400/- on par with the Drivers of Parliament Secretariat and all vacancies of Drivers shall be filled up immediately taking into account of total mail vans including the new vans purchased. The Drivers engaged in long distance logistics vans shall be granted with OSA. The Work shop staffs are to be imparted with the technology training and since they are involved in operations of computers for maintenance of modern power vehicles, they should be granted with the pay scale of PB-1 with 2400/- GP. There should be a system of third party insurance for Government vehicles also to off-set the liability of recovery of compensation from the Drivers on accidents.

 

9.       Implement Supreme Court Orders for revision of wages from 1.1.2006 [6th CPC wages] to all RRR Candidates, Casual Labourers, Contingent staff, GDS Substitutes etc – Grant Temporary Status to eligible Full Time Status Casual labourers; Convert Part Time into Full Time; Absorb Full Time, Part Time, contingent in vacant GDS Posts.

 

All Casual labourers other than those conferred with Temporary Status are to be granted refixation of wages on the basis of minimum wages granted by the 6th CPC for corresponding category of staff w.e.f. 1.1.2006. The non-fixation of revised wages by the Department of Posts is contrary to Apex Court Judgement and directions. The GDS substitutes also shall be refixed with their wages on par with the revised GDS Wages w.e.f. 1.1.2006. It is seen that several eligible full time casual labourers in Department of Posts for conferment of Temporary Status are denied the status; Part Time casual labourers are not converted into full time casual labourers wherever possible; no recruitment as GDS is taking place from amongst the casual labourers. The casual labourers of all types are to be comprehensively absorbed in to the main stream either by granting temporary status or by providing GDS appointments as one time measure.

 

10.   Fill up all vacancies of Postmen and Mailguards - Roll back the unscientific scheme of Single Postman Beat System – Modify certain unscientific work norms of Postmen / MTS finalised by Work Study Unit - Enhance the Postman Double Duty Allowance as per the recommendations of 6th CPC.

 

All vacancies of Postmen/Mailguards are to be filled up immediately. The unscientific insistence for conversion of double postmen beats into single postman beats should be stopped and reversed and at least blind insistence of single beat system in metro cities should be dropped in order to maintain efficiency and to compete the couriers. The work norms finalised by the department on the recommendations of Work Study Unit is unscientific in some areas, like delivery of ordinary letters; delivery of CD Articles etc. There is no time factor allotted for delivering 'Intimations' to addressees. There is no limit prescribed for the maximum distance of a Postman beat which is leading to construction of very lengthy beats for more than 50 kilometres, which is unscientific and humanly impossible. The double duty allowance payable to Postmen cannot be construed as overtime allowance but should be equated to at least to a minimum of a postman specific allowance paid for looking after the entire work of the absentee postmen. This allowance has to be enhanced by delinking this allowance from the concept of OTA.

 

11.   Remove all local anomalies in MACP Scheme like application of benchmark for the period prior to introduction of MACP Scheme; Grant MACP on 'Average' benchmark like Department of Railways; Denial of MACP for acts of denial of regular promotion earlier to introduction of MACP; Denial to grant PB-2 while upgradation to Grade Pay 4200 and above to Group 'C' Officials etc.

 

MACP scheme is introduced in department of posts with several local anomalies. Prior to introduction of MACP scheme we were covered under the TBOP/BCR Scheme in which the question of 'benchmark' did not exist for grant of promotion or upgradation. Therefore the 'benchmark' should not be applied for the earlier years prior to introduction of MACP scheme. Moreover we find that the Railways have granted MACP on 'average' benchmark only. Similarly in the earlier system of TBOP/BCR, declination of regular promotion did not affect grant of TBOP/BCR and therefore the declination of regular promotion if any by officials in the past shall not be taken against grant of MACP for the past years before introduction of MACP. The Departmental orders on MACP wrongly denied PB-2 even when officials are to be upgraded into 4200/- GP and this mistake should be rectified by appropriate corrigendum. There are several queries raised and wrong implementation resorted to in many circles and therefore a comprehensive clarificatory instruction from Directorate with appropriate illustrations should be issued.

 

12.   Creation of System Administrators Cadre with higher pay scales and absorption of all System Administrators in the new cadre during initial composition – Uniform Norms for System Administrators including work hours, number of systems, distance factor – Financial compensation for special and extra work performed by System Administrators.

 

There are approximately more than 2000 System Administrators working in Department of Posts without any such cadre creation. Their work is above the work of data entry operators. Either their work is comparable to System Engineers or to Data Processing Assistants or hence they should be a separate cadre with higher pay scales. A separate cadre should be created forthwith duly considering the cadre restructuring proposals submitted by the Group C unions and the existing systems administrators should be absorbed in the newly elevated creation posts by conducting a simple trade test. There are no uniform norms for their work, work hours, attendance etc. Their work should be codified with number of systems as well as distance factor uniformly. Additional financial compensation for special and extra work they put in shall be provided for.

 

13.   Early finalisation of Recruitment Rules for upgraded Group 'C' in PB-1 with 1800 GP – Ensure present system of absorption of GDS and TS CLS in Group 'D' posts into the new RR without insisting for the educational qualification – Filling up all the posts of Multi Tasking Staff without any delay.

 

The Recruitment Rules for upgraded Group 'C' in PB-1 with GP 1800 is yet to be released in Department of Posts even after the model RR released by the DOPT. It should be ensured that the present system of recruitment into the cadre of Group 'D' from amongst the GDS and TS CLs on 75:25 basis without any condition on minimum educational qualifications  should continue. These sections have been adversely affected due to large scale abolition of Group D vacancies in the recent past. Early finalisation of RR and commencement of recruitment should be ordered.

 

14.   Amalgamation of Group 'C' Accounts Cadres of DoP and DoT.

 

The DoP and DoT Accounts have been merged but this merger has been restricted to Group 'B' and above cadres only. The Committee headed by Chief PMG Delhi Circle Shri.Ragahvlal had recommended that the merger of Group 'C' cadre of DoP and DoT should follow some time later than the merger of Group 'B'. Action may be initiated for merger of Group 'C' Accounts Cadre also.

 

 

15.   Roll back of the Decentralisation of PLI/RPLI work – Augment required staff strength in PLI branch of CO/RO/DPLI –Maintain centralized accounting system through the Office of DPLI Kolkata – Fill up the vacant posts of COs/ROs/DPLI Kolkata to manage huge shortage;

In the background of technology introduction in the field of PLI/RPLI and its further modernisation, we suggest that there is no need for decentralised work in PLI/PRLI to avoid duplication of work. Due to heavy shortage in operative offices and divisions, the arrangement of extracting the work of PLI/RPLI from the field staff without augmenting their strength is causing difficulties. It is better to augment the PLI Branches of CO/RO to the minimum level and centralise the work in CO/RO with modern technology for better efficiency and customer satisfaction. The accounting system should be centralised and maintained through the Office of DPLI Kolkata. Simultaneously all vacant posts in CO/RO/DPLI should be filled up without further delay.

 

16.   Parity of scale of pay of Ministerial Cadre in Postal Civil Wing on par with the Postal Assistants and upgradation of posts of Works Clerk Grade –II/Grade-I/Head Clerk – Filling up of all vacant posts of technical as well as ministerial posts – Creation of one Civil Wing Circle for each Postal Circle.

 

The Ministerial cadre in Postal Civil Wing may be restructured on par with the Postal Assistants. The posts of Works Clerk Grade-II/Grade-I/Head Clerk shall be upgraded. All vacant posts in both technical and ministerial posts in civil wing shall be immediately filled up. We urge for creation of Civil Wing Units for each Postal Circle instead of the present arrangement for better management of civil wing work.

 

17.   Regularise the HSG-I, HSG-II, LSG arrangements and grant Officiating Pay & Allowances to all Officials holding the posts.

 

Once an official is ordered to work in a post with higher responsibilities he/she should be paid the Pay of corresponding higher posts. The denial of officiating pay and allowances for officials who officiated against the HSG-I and HSG-II / LSG posts was struck down by the Courts. Still the officiating pay and allowances to such officials is not sanctioned and officials in HSGII and LSG were ordered to officiate in higher posts without any higher officiating pay. The cases referred by Tamilnadu circle and West Bengal with regard to grant of officiating pay for the past cases may decided favourably. Immediate orders for payment of higher pay and allowances should be issued by Directorate.
