NO SETTLEMENT
Today (30.06.2011) Secretary, Department of Posts, held another round of discussion with Central JCA Leaders. The Secretary level discussion was restricted to the Mail Network Optimization Project (MNOP) and lasted for one hour only. No settlement could be reached on the first item of the Charter of demands i.e; implemental of Speed Post hubs, 1st Class Mails hubs and delivery hubs. The staff side demanded the Secretary, Department of Posts, to have full fledged discussion on all items of the charter of demands including the first item.
Yesterday (29.06.2011) there was a discussion with Member (Operations) on the same subject. No consensus could be reached in that meeting also. The Central JCA decided unanimously to intensify the strike preparations and ensure 100% participation of the employees in the indefinite strike. The entire Postal and RMS offices shall remain closed from 5th July 2011.
The Central JCA call further calls upon on all Circle/Divisional/Branch Secretaries to organize protest demonstration in front of all offices on all days from 1st July 2011.

The Postal Services in India is the biggest in the world, with a tradition of serving the people of this country for the last 150 years. There are about 1,55,000 Post Offices , 392 Railway Mail Service Sorting Offices. Collection, Processing, Conveyance and delivery of Postal articles including Speed Post , Registered Post, Parcels, Periodicals, Ordinary letters etc. is the main function of the Postal Department. In addition to this the INDIA POST is running the largest Bank called Post offices Savings Bank and also Postal Life Insurance including Rural Postal Life Insurance, as the agency functions of the Finance Ministry, Govt. of India. There are about 5,50,000 employees working in the Postal Department out of which 3,00000 are Gramin Dak Sevaks mostly in the rural Post Offices.


The Postal Joint Council of Action comprising National Federation of Postal Employees (NFPE) , Federation of National Postal Organizations (FNPO), All India Postal Extra Departmental Employees Union (AIPEDEU) and National Union of Gramin Dak Sevaks(NUGDS)' representing 95% of the employees, has decided to go on Indefinite All India Strike from 5th July 2011. The Bhartiya Postal Employees Federation (BPEF) affiliated to BMS has also given separate notice for indefinite strike from 6th July, 2011. The memorandum regarding the decision for indefinite strike was given to the Secretary, Department of Posts, on 20th February 2011 it self and the formal Strike Notice was served on 14.06.2011.Three rounds of discussions with Secretary, Department of Posts, took place on 06.06.2011, 07.06.2011 and 27.06.2011, but failed due to the adamant position taken by the Postal authorities.


The Postal Board has appointed the Chicago-based multi-national Consultancy called Mckinsey for optimizing the mail network of INDIA POST. The Department has now started implementing the Mail Network Optimization Project (MNOP) recommended by the Mckinsey. As a first step speed Post hubs are introduced. As per this scheme the existing 315 National Speed Post Centres (NSPC) has been reduced to 89 speed post hubs. Speed post articles booked for delivery in the same district or nearby districts are unnecessarily


dispatched to hubs situated hundred of miles away for processing. From there articles are again back-routed to the delivery post offices. This has resulted in heavy delay in transmission and delivery of speed post articles. Articles which are delivered on the next day earlier are now delayed for 2 to 5 days. Time bound and speedy delivery could not be ensured and this has resulted in erosion of the customer faith in the Postal services which in turn has resulted downfall in the number of speed post articles booked and also in the revenue realized through speed post.


In-spite of the failure of the Speed Post hub experiment, the department is not ready to revert back to the old system. Instead the Postal Board now proposes to introduce hub system for first class mails including registered articles and also for delivery. The existing 366 mail sorting offices are to be closed and 89 first class mail hubs are to be introduced, just like speed post articles first class mails including registered articles of 5 or 6 revenue districts are to be pooled in hubs situated hundreds of miles away and from there they are processed and back-routed for delivery. Similarly the delivery of letters in urban areas at present done from town sub post offices are to be withdrawn and it will be concentrated in delivery hubs. The department also issued instruction to all Chief Postmaster Generals for closure and merger of 9797 urban post offices in the name of optimization. The introduction of first class mail hubs, delivery hubs and closure of offices will further aggravate the delay in transmission and delivery of postal articles and curtailment of postal facilities to the public. Naturally public will loose their faith in the postal services and will be compelled to depend upon courier services.


The JCA has demanded the Postal Board to roll back the speed post hubs and also to reject the proposal to introduce first class mail hubs and delivery hubs and stop closure of offices. But the Postal Board has taken an adamant stand and is unilaterally going ahead with the implementation of Mckinsey recommendations.

The JCA has also demanded the Postal Board to concede the legitimate sectional demands of the Gramin Dak Sevaks, Casual Labourers and other cadres of the Postal department such as Postal Assistants, Sorting Assistants, Postmen, Mail guard, Multi-tasking Staff, System Administrators, PO & RMS Accountants, Postal Accounts Employees, Administrative Staff, SBCO Staff, MMS and Civil Wing employees. The 25 point Charter of demands submitted to the Secretary, Department of Posts, is enclosed herewith


As employees of all the Federations and Unions irrespective of their union affiliations are participating in the strike, the entire postal services will be paralyzed from 5th July, 2011.


We earnestly solicit your support for the justified demands of the Postal employees and intervention at Government level for settlement of the demands raised in the Charter of Demands.

PFRDA Bill
The Government could successfully introduce the PFRDA Bill in the last session of the Parliament with the help of the BJP and others in the opposition. The Bill might come up for discussion and enactment in the monsoon session. In the wake of the attempt in this direction by the UPA-I Government, we had taken the decision to organize a day's strike jointly with AISGEF, the School and University Teachers Federations and the AIDEF. We have been in touch with all these organization for venturing into another serious campaign against the present Bill to culminate in an industrial action. Accordingly we have decided to hold a joint convention on PFRDA Bill at New Delhi on 22nd July, 2011. The venue of the convention will be :

DISCUSSION WITH POSTAL BOARD AGAIN FAILED
DEPARTMENT ADAMANT ON IMPLEMENTING McKINSEY RECOMMENDATIONS
CENTRAL JCA DECIDES TO GO AHEAD WITH THE STRIKE


The third round of discussion held with the Postal Board today (27.06.2011) at 3 PM also failed due to the adamant position taken by the Department. Ms. Radhika Doraiswamy, Secretary, Department of Posts, Sri. P. K. Giopinath, Member (Personnel), Mrs. Manjula Parashar, Member (Operations), Sri. Kamaleshwar Prasad, Member (HR) and other Senior Officers were present. Staff side was represented by Secretary Generals, NFPE, FNPO and other General Secretaries.

Immediately on commencement of the meeting the Staff Side expressed its strong resentment and protest against the decision of the Department to go ahead with the Mckinsey recommendations regarding Mail Network Optimisation Project. The Staff side demanded that the aleady failed experiment of speed post hubs should be withdrawn immediately and the decision to implement first class mails hubs and delivery hubs and closure/merger of offices should be dropped. After heated discussion for about two hours no consensus could be arrived on this important agenda of the Charter of Demands. Hence meeting ended with disagreement.
The Central JCA met after the discussion with Postal Board and took the following decisions: -
1. The JCA unanimously decided to go ahead with the strike decision.
2. Campaign and preparations at grass root level for the strike should be further intensified.
3. The indefinite strike shall commence at 6 AM on 05.07.2011
4. 100% strike should be ensured in all Branches/Divisions and Circles.5. Strike shall not be withdrawn unless and until result – oriented settlement is reached on important items of Charter of Demands.

GO BACK MCKINSEY ! GO BACK !

OPTIMIZATION OR LIQUIDATION?
The Mail Network Optimization Project (MNOP) has become Mail Network Liquidation Project (MNLP). Implementation of the "Speed Post hub" experiment has resulted in reducing 315 National Speed Post Centres to 89 speed post hubs. Introduction of the "First Class Mail hubs" will result in gradual extinction of 366 RMS Mail Sorting Offices. Delivery hubs will further result in withdrawal of delivery from hundreds of Urban Post Offices. The proposed closure or merger of 9797 urban Post offices will sound the death-knell of Post services. Is it optimization or liquidation?


Department of Posts is paying Consultancy fees to Mckinsey and Mckinsey is not paying any money to the INDIA POST. But the Mckinsey is behaving as if they have purchased the INDIA POST and are the real owner of it. They are passing orders to the employees above the head of departmental officers. Even Heads of Circles are bound to obey Mckinsey. Voice of the right-thinking employees and officers are suppressed and only those support Mckinsey are allowed to run the show.


Creation of hubs has resulted in abnormal delay in conveyance and delivery of speed post articles and everywhere back-routing is taking place. Even articles meant for local delivery are unnecessarily despatched to the hubs situated hundreds of miles away and from there again back-routed to the delivery Post offices causing avoidable delay. Speed post has lost its speed and the faith of public in this premium services has been shaken. Number of articles and revenue has come down. Still the authorities blindly go on repeating that it is a great success. It is just like "operation is successful, but the patient died". The introduction of the first class mails hubs and delivery hubs will be the "beginning of the demise of the Postal Services in India".
strengthen the unity further and organize for an effective massive strike action from 05.07.2011.

INCREASE IN PAY -FIRST DAY OF JULY

Increment
Consequent upon the implementation of CCS(RP) Rules 2008, the increments in the revised pay structure are to be regulated in terms of Rule 10 of the CCS (RP) Rules 2008.This rule states that ‘there will be a uniform date of annual increment viz. 1st of July every year. Employees completing 6 months and above in the revised pay structure as on 1st July will be eligible to be granted the increment.”

Increment - EOL
Qualifying service of less than six months on account of EOL (without medical certificate) between 1st July of the previous year till 30th June of the year under consideration shall have the effect of postponing the increment to 1st July of the next year
Increment - Participation by Central Government servants in sports
sportspersons participating in sporting events (both individual and team events) of national and international importance will be treated as having achieved excellence for the purpose of grant of increment(s) if he/she achieves lst 2nd or 3rd position in the finals of sporting events if more than three individuals or teams have participated in the events. If only three or less individuals or teams have participated in the finals of a sporting event, the sportsperson/team achieving first position will be treated.as having achieved excellence.
The annual increase in pay is drawn as a matter of course from the 1st of July every year, except when it is withheld as a statutory punishment

If a Government employee is on leave or is availing joining time on the 1st July, the increased pay will be drawn only from the date on which he resume duty and not from the first of July

The annual increment will be 3% of total pay in the running pay band and corresponding grade pay rounded off to next multiple of 10
While rounding off, paisa would be ignored but any amount of a rupee or more would be rounded off to next multiple of 10.
The annual increment in pay will be drawn as a matter of course from the first of July every year

If a govt. servant is on leave or is availing joining time on the first of July, the increased pay will be drawn only from the date on which he resumes the duty and not from first of July.

The officiating service in a higher grade shall count for increments in an officer and other employee’s substantive grade as well as in the higher grade in which he is officiating and, if there is an intermediate grade between the two in which he would have officiated had he not been appointed to officiate in the higher grade, also in the intermediate grade, but the period during which an officer and other employee is on leave without pay shall not count for increment unless so authorized by the Authority for reasons to be recorded in writing.

Provided that no increment shall be withheld except as a disciplinary measure under these regulations and each order withholding an increment shall state the period for which it is withheld and also whether the postponement shall have the effect of postponing future increments.









INDEFINITE STRIKE FROM 5.7.2011 - GUIDELINES FOR SECRETARIES AND ACTIVISTS

1. PUBLICISE all CIRCULARS, NOTICES etc., regarding the STRIKE, WIDELY and INTENSELY. NOTICE BOARD should display all these materials every day. Also CIRCULATE to the extent possible.
2. HOLD MEETINGS of the GENERAL BODY, WORKING COMMITTEE, ACTIVISTS as often as possible for CAMPAIGNING.
3. Elect an ACTION COMMITTEE which may consist of 50% of the office bearers and working committee members and 50% activists and elders for individual campaigning and canvassing among the members to perform allied tasks on the eve of and during the strike.
4. PARTICIPATE in all MEETINGS of coordinating bodies – Joint Council of Action.
5. Exhort the members to join the rally, jhathas, Joint meetings, Gate meetings, demonstrations etc in large numbers.
6. Hold informal Lunch hour meetings in canteens, Recreation clubs, maidans and lawns every day and appraise all about day to day developments which are readily available in the web sites of NFPE and our CHQ and appeal for maximum mobilization.
7. Ensure that every one in your unit or office has been approached and talked to, to participate in the indefinite strike.
8. Action committee should evolve methods to ensure that 100% of the members are participating in the strike.
9. CAUTION and CARE SHOULD be exercised in all matters and it should be ensured that the machinery of the Action Committee is in readiness fully prepared to meet any situation that may arise.
10. Above all Maintain Unity and discipline at all levels.

S.O.1295(E).—In exercise of the powers conferred by clause (23AAA) of Section 10 of the Income-tax Act, 1961(43 of 1961), the Central Board of Direct Taxes hereby makes the following amendments in the notification of Government of India, Ministry of Finance, number S.O. 672(E) dated the 27th July, 1995, namely :—
in the said notification, in paragraph (1), after clause (c), the following clause shall be inserted, namely :—
(d) to meet the cost of annual medical tests or medical checkups of the member, his spouse and dependent children.

ALL INDIA JCA, NATIONAL CONVENTION – CHENNAI

National Convention of Postal Joint Council of Action (JCA) comprising NFPE,FNPO and GDS Unions was held at Chennai on 19.06.2011.The Convention was presided over by Joint Presidium of Presidents NFPE,FNPO, AIPEDEU and NUGDS i.e. Com.D.K. Rahate, Com.T.N. Rahate, Com.D.N.Giri and Com.G. Satyanarayana Reddy respectively.
Hundreds of All India Office Bearers and Circle Secretaries of all unions of NFPE, FNPO, AIPEDEU and NUGDS participated in the convention from all corners of country. The convention was inaugurated by Com. D.Theagarajan Secretary General FNPO who described the need of calling National Convention of JCA to form a broader unity among the postal workers to fight against policies of Department of Posts and to resist Mckinsey dictated reforms. He appealed to entire rank and file to sink the differences if any between the workers and make the 5th July strike grand success.
Com.M.Krishnan Secretary General NFPE elaborately described all the issues confronting to all Postal, RMS and GDS employees. He informed that how the Postal Board is going ahead to implement the Corporate plan in the name of Mail Optimization and as per directions of Mckinsey Company going to minimize the number of RMS Offices in the name of Mail Hubs and reduction of number of Post Offices in the urban areas by way of closure/merger or relocation .He also stated that every cadre is being attacked by different ways. Formation of delivery hubs and abolition of post of Sorting Postman and non-fixation of any norms for the distance of beat to be travelled by Postman and arbitrary implementation of single batch system are the causes of trouble to Postman. Like wise the GDS is worst effected, 25% posts of Postman vacancies have been declared for open market. Cash handling point has been increased. Compassionate appointment ceiling has been fixed as 10% and now GDS conduct and employment rules have been modified as GDS Conduct and Engagement Rules.
The wages of contingent employees and Casual Labourers have not been revised till date. Like wise all cadres i.e. P.O. & RMS Accountants, System Administrators, Postal Accounts Staff, MMS Drivers and Artisan staff and other are the worst sufferers. He called upon the entirety of Postal, RMS and GDS employees to make every efforts to make the strike a grand success so that the existence of our Department can be saved. Now this is the time to "Do or Die" and "Now or Never". If we fight unitedly we can resist the attacks and dangers being posed by the Government and Department.

The Convention was also addressed by Com. K. Ragavendran Ex. Secretary General of NFPE. The General Secretaries of NFPE Coms. K.V. Sridharan P-III, Giri Raj Singh R-III, I.S. Dabas P-IV , P. Suresh R-IV , Pranab Bhattacharya Admn, T. Satyanarayana Postal Accounts, S.A Raheem Civil Wing and Appan Raj SBCO. The General Secretaries of FNPO Coms. G.P.Muthukrishnan (A.G.S.P-III) T.N. Rahate P-IV, A.H. Siddique R-IV, H.L.Ramtake Postal Accounts, M. Shivkumar SBCO and Antony –Dy. G/S Civil Wing also addressed the convention .

Com. S.S. Mahadeviah G/S AIPEDEU and Com. Gautam A.G.S., NU GDS also addressed the convention.
All the leaders appealed to all to make the strike grand success.
42 delegates who were the All India Office Bearers and Circle Secretaries of NFPE and FNPO and GDS Unions also expressed their views and assured to make the strike grand success.

A declaration in this regard was presented by Com. R.N.Parashar Asstt. Secretary General NFPE which was adopted by the convention unanimously.
Vote of thanks was given by Com. P.Kumar Circle Secretary R-III FNPO Tamil Nadu Circle.

An important order on seniority.

Dear Comrades,
DOPT Issued orders clearly vide Memo No.20011/5/90-Estt(D) dated 04/11/1992 stating that the "seniority of the Official is determined according to the order of merit indicated at the time of initial appointment and not according to the date of his confirmation".The orders shall take effect from the date of issue of this order.Seniority already determined according to the existing principles on the date of issue of these orders will not be reopened even if in some cases seniority has already been challenged or is in dispute and it will continue to be determined on the basis of the principles already existing prior to the date of issue of these orders.
4. In view of the above position seniority of the official fixed on the basis of confirmation in the entry cadre prior to 4.11.92 will remain unaltered. Seniority of PAs/ SAs who have been appointed after 4.11.92 would be determined by the order of merit indicated at the time of initial appointment in the grade and not according to the date of his confirmation.

Subject:- Re-classification of Saharanpur as “Y” class city for the purpose of House Rent Allowance – regarding.

The undersigned is directed to invite attention to this Ministry’s O.M. No.2(21)/E.II(B)/2004 dated 18.11.2004 & O.M. No.2(13)/2008-E.II(B) dated 29.08.2008 regarding re-classification of cities on the basis of the population figures of 2001 census for the purpose of HRA to the Central Government employees and to say that the Government of Uttar Pradesh vide their Notification No.2176/9-7-09-53J/1998 dated 01.10.2009 reconstituted the area of Saharanpur (M.B.) by adding certain areas within its Municipal limits and renamed it as Saharanpur Municipal Corporation, which resulted in an increase in population of ‘Saharanpur Municipal Corporation’ to qualify it for classification as ‘Y’ class city for the purpose of House Rent Allowance to the Central Government employees.
2. The President is, accordingly, pleased to decide that Saharanpur city (within its Municipal limits) shall stand re-classified as “Y” class city for the purpose of grant of House Rent Allowance to the Central Government employees posted there.
3. These orders shall be effective from 1st June, 2011.
4. The orders will apply to all civilian employees of the Central Government. The orders will also be applicable to the civilian employees paid from the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and the Ministry of Railways, respectively.
5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India.

1. MAHARASHTRA CIRCLE:
JCA Convention was held at Central Railway Men's Union Office at Dadar Railway Station, Mumbai on 5.6.11. All CHQ Office Bearers, Circle Presidents and Circle Secretaries and Circle Union Office Bearers attended the convention.Com. I.S. Dabas G/S P-IV & Com. D. Kasid from FNPO were the main speaker. The Convention was successful.
2. RAJASTHAN CIRCLE:
JCA Convention of Rajasthan Circle was held at Jaipur GPO on 5.6.11. More than one hundred CHQ/Circle Office Bearers and Divisional Secretaries of NFPE unions and GDS Union attended the convention. Com.R.N.Parashar Astt. Secretary General, NFPE was the main speaker .Com. Rajendra Diwakar, Treasurer CHQ, ED Union, Com. H.P Diwakar Circle Secretary P-III, Com. B.M. Sunda Circle Secretary R-III and Chandmal Saini Circle Secretary R-IV also addressed the convention. The convention was successful.
3. CONVENTION OF DELHI CIRCLE:
Convention of Delhi Circle NFPE, FNPO Unions including GDS was held on 12-06-2011 under the Presidentship of Com. Harinder Singh Leader Staff Side & Circle Secretary R-IV in Recreation Club of MMS Depot Naraina. Coms. Giri Raj Singh General Secretary R-III, K.K.Sharma Treasurer CHQ & Vice President NFPE, Mahavir Singh Circle Secretary P-IV & Treasurer CHQ P-IV, Amar Pal Circle Secretary R-III & Secretary Staff Side, Kamal Singh AGS R-IV from NFPE, Ashok Dy. General Secretary NUP-IV, Davender Kumar Circle Secretary NUR-III, Daryao Singh Circle Secretary NUR-IV from FNPO and other leaders addressed the Convention and appealed to mobilize, unite the entire rank and file to participate and make the Indefinite Strike from 5th July, 2011 grand success. 4. JOINT CONVENTION OF U.P. CIRCLE:
Joint convention of U.P. Circle Unions NFPE & FNPO including GDS Union was held at Lucknow under the Presidentship of Com. A.H.Siddique General Secretary NUR-IV on 5-6-2011. Com. Giri Raj Singh General Secretary R-III, R.K.Gupta AGs & Circle Secretary R-III, V.K.Saha AGS & Circle Secretary P-IV, S.B.Yadav Circle Secretary Postal Accounts, R.K. Tripathy, Circle Secretary NUR-III, Pramod Kumar Circle Secretary GDS Union, A.H.Siddique General Secretary NUR-IV and other leaders addressed this joint convention.
5. KERALA CIRCLE JCA CONVENTION
Circle JCA convention of Kerala was held on 12.06.2011 at Ernakulam (Kochi). About 200 Circle / Divisional Secretaries and Circle Union office bearers of NFPE and FNPO participated. Convention inaugurated by Com. M. Krishnan, Secretary General , NFPE. Presided by Sri Johnson Avokkaran, All India Asst. General Secretary p- 3 (FNPO). Com. C. Chandrasekhar (Working President NFPE) Com. S. Appanraj (General Secretary , AIPSBCOEA) Sri. C. Trivikraman Nair (Asst. General Secretary, P-4 FNPO), Com. Murugan (Working President, AIPEDEU) Sri. B.S. Venu (Treasurer NUGDS) Com. P.V. Rajendran (Asst. General Secretary R-3 NFPE) addressed the convention. Com.K. Ravikuttan (Circle President P-3 NFPE) welcomed and Sri. Mohanachandran (FNPO) offered vote of thanks. The convention declared that the indefinite strike from 5th July will be a total success in Kerala Circle.
ASSAM CONVENTION: 
JCA convention of Assam Circle was held at Guwahati on 12.06.2011. Com. L.P. Saikia, President P-III, union presided the meeting. Com. Pranab Bhattacharjee , Genl. Secretary. Admn Union was the main speaker. Coms B.D. Boro C/S P-III, S. Rahman C/S,R-III, G. Talukdar AGS R-III ,M. R-III & R-IV ODISHA CIRCLE ON INDEFINITE HUNGER STRIKE

R-III & RIV of Odisha Circle started indefinite hunger strike on 08-06-2011 for settlement of long pending demands.The indefinite hunger strike continued for the second day. The physical condition of Com. R N Dhal becomes critical with loose motion and low blood pressure.
The members / Divisional Secretaries of P-III, P-IV and GDS unions from neighbouring Divisions are rushing to Bhubaneswar. The Fasting programme is continuing in full swing for the second day.

Indefinite Hunger Fast of RMS unions, Orissa Circle ended after two days with fruitful discussions:
All India RMS & MMS Employees Union, Com. R N Dhal & Com. H K Mohanty & All the Circle Secretaries of NFPE unions of Orissa United struggle won at last.
At about 5 PM, a delegation of staff representatives comprising Com. S S Samanta, Circle Secretary, AIAOEU, Com. Debabrat Mohanty, Circle Secretary, AIPEU, Postman and MTS and Com. Nirmal Singh, Circle Secretary, AIPEDEU, Orissa Circle met the Chief Postmaster General, Orissa Circle with appeal for early settlement of the legitimate demands raised by the Circle Secretaries of RMS, Unions. ( Com. R C Mishra, Circle Secretary, AIPEU, Gr.-C could not accompany due to his absence on medical ground ) Thereafter, Com. R N Dhal and Com. H K Mohanty, Circle Secretaries of AI RMS & MMS EU, Group-C and Mail Guard & MTS respectively were invited by the Chief PMG at about 6 PM. On an amicable and satisfactory discussion in the presence of DPS ( HQ ) , DPS ( BD ) and APMG ( Inv), the Chief PMG agreed to retain the MMS establishment with the RMS and downgrade the SSRM, N Dvn., Cuttack, SSPOs, Puri and Koraput Division temporarily.The minutes of the discussion will be handed over tomorrow. In the circumstances, both the Circle Secretaries agreed to postpone the Indefinite fast. Dear Friends and Comrades,
The Secretary, Department of Posts, along with the other Members of the Postal Services Board and Senior officers held discussion with the Central JCA Leaders on the Charter of demands on 06.06.2011 and 07.06.2011 at Dak Bhawan. On 6th some of the items in the charter was discussed. 7th discussion was mainly confined to the issues relating to the mails. The Postal Board took a stand that the reorganization initiated in the mails sector such as speed post hubs, first class mails hubs, delivery hubs etc are to be continued and they sought the full cooperation of the staff side. The staff side made it clear that we strongly oppose the implementation of speed Post hubs, first class mails hubs, delivery hubs etc which are being implemented as per Mckinsey recommendations. We made it clear that public mail is being badly delayed and the confidence of the public is eroding day by day due the unscientific restructuring of mails sector. The Postal Board went on repeating its arguments justifying the hub experiment. No consensus could be arrived AND HENCE THE TALKS FAILED.
The Central JCA leaders met after the discussion and took the following decisions.
1. No compromise can be made on issues affecting the very existence of the Postal Department. No closure of any office or introduction of Mckinsey recommendations in the mails sector such as hub system can be allowed as it will completely ruin the Postal department and will facilitate for the growth of private courier services.
Other demands of the charter of demands should also be settled to the satisfaction of the staff side.
The strike preparations should be intensified in all circles and divisions.
Strike notice will be served on 14.06.2011.
All India Joint Convention of JCA on 19.06.2011 at Chennai should be made a grand success. All Circle secretaries of NFPE, FNPO and GDS Union and also All India office Bearers should attend the All India Convention without fail. The venue of the convention is Sree Padmam Kalyana Mandapam, No. 6/2, Radhakrishnan Street, T. Nagar, Chennai – 600017, Near Pondy Bazar Bus stop, T. Nagar HPO.

Do's and Don'ts – Permanent Account Number (PAN)

Important information for persons making application for allotment of PAN (Form 49A)     

Do's and Don'ts

Permanent Account Number (PAN) is a ten-digit alphanumeric identifier, issued by Income Tax Department.
Each assessee (e.g. individual, firm, company etc.) is issued a unique PAN.
Do's :-
1.Do use 'Form 49A' for making application for allotment of PAN.
2.Do fill the application in block letters in English and preferably with black ink.
3.Do paste a recent colour photograph (size 3.5 cm X 2.5 cm).
4.Do provide the signature within the box. (If thumb impression is put on the application form, do get the thumb impression attested by Magistrate or a Notary Public or a Gazetted Officer, under official seal and stamp.)
5.Do provide correct AO code in the application.
6.Do specify AO code as below if applicant is a defence employee (Army - PNE W 55 3, Navy - MUM W 11 8, Air Force - DEL W 72 2)
7.Do attach Proof of Identity (POI) and Proof of Address (POA) as per Rule 114 (4) of Income Tax Rules, 1962.
8.Do provide the POI and POA which have name exactly as written in the application.
9.Do provide details of Representative Assessee in column 14 of application form, if applicant is Minor, Idiot, Lunatic or Deceased.
10.Do provide POI and POA for Representative Assesse also, if Representative Assessee is appointed.
11.Do write the complete postal address in the application with landmark.
12.Do mention correct pin code in the address field.
13.Do mention telephone number / e- mail id in the application.
Don'ts :-
1.Do not overwrite or make corrections in the application.
2.Do not pin or staple the photograph.
3.Do not sign across the box (i.e. signature should be within the box)
4.Do not provide POI and POA which are not in the name of the applicant.
5.Do not write any additional details (date, designation, rank, etc.) along with the signature in the box.
6.Do not mention Husband's name in the Father's Name column.
7.Do not use initials in first and last name field.
8.Do not apply for a new PAN if you already have one.

1. MADHYA PRADESH
The State level JCA Joint convention of M. P. Circle was held at Bhopal. About 200 Divisional secretaries and all the circle secretaries of NFPE, FNPO and GDS unions attended. Com. M. Krishnan, Secretary General, NFPE, Com. T. N. Rahate President FNPO, Com. Balwinder Singh, Financial Secretary, P3 CHQ, Com. Mahendra Pratap singh Vice President GDS addressed the convention. The convention was well organized and there was more enthusiasm felt among the participants and the convention was a very big success.
2. JHARKHAND
The State level convention was held at Ranchi GPO and there was a good gathering ground 100 comrades from all Divisions. Com. R. N. Parashar, Asst. Secretary General, NFPE, Com. R. K. Ambasta, Deputy General Secretary R3 FNPO, Ashok Kumar Singh, Circle Secretary, R3, FNPO and Com. Jageshwar Sahu, Asst. General Secretary, GDSU addressed the convention. The convention ended with the determination to make the 5th July programme by 100% success.
3. PUNJAB
The State level convention of Punjab Circle was held at Ludhiana and around 100 Divisional Secretaries, office bearers of all the unions participated. Com. Ishwar Singh Dabas, General Secretary, p4 NFPE was the main speaker. The convention ended with the note of unity and sent the message for strong action from 05.07.2010.
4. ANDHRA PRADESH
A. P. Circle unions organized a mamooth gathering of all Divisional secretaries of NFPE, FNPO & GDS unions at Hyderabad and more than 350 office bearers participated in the convention held at Hyderabad on 29.05.2011 Com. D. Kishnarao, General Secretary, P3 FNPO and com. Satyanaryana, General Secretary, Postal Accounts, NFPE, Com. Seethalakshmi, Asst. Secretary General NFPE, Com. Panduranga Rao, Asstt. General Secretary, GDS and Com. B. Shivkumar, ASG, FNPO addressed the convention. The convention was a great success.
5. ODISHA
The Convention was well attend by around 250 comrades through out the circle and it was presided by Com. R. C. Mishra, All India Vice President, P3, CHQ Com. P. Suresh, General Secretary, R4, NFPE, Com. Nirmal Singh, Circle Secretary, GDS addressed the convention. The convention ended with the firm commitment to make the strike grand success.
6. BIHAR
State Convention was held on 29.05.2011. Presided by Com. Tripathi, Circle Secretary, R3, FNPO, U. P. Circle. Com. Giriraj Singh, General Secretary, R-3, NFPE addressed the convention. About 200 Divisional/Circle Secretaries and office bearers of NFPE, FNPO and GDS unions attended. All Circle Secretaries also addressed. Indeed a very grand convention.
7. CHATTISGARH
A state level convention conducted at Durg. Com. D. K. Rahate, All India President, NFPE and other leaders addressed. More than 150 comrades attended. The convention decided to make the indefinite strike 100% success.

05.06.2011 - Maharashtra, Rajasthan, Tamilnadu, Uttar Pradesh
12.06.2011 - Gujarat, Kerala, Uttarakhand
04.06.2011 - Karnataka, Haryana

CENTRAL JOINT COUNCIL OF ACTION DECIDES
TO SERVE STRIKE NOTICE ON 14TH JUNE 2011
INDEFINITE STRIKE WILL COMMENCE FROM 5TH JULY 2011

The Central JCA comprising NFPE, FNPO and GDS Unions has decided to serve the notice for the Indefinite strike to Secretary, Department of Posts, on 14th June 2011. The Indefinite Strike will commence on 5th July 2011. Copy of the strike notice will served to all Chief PMGs, PMGs and Divisional Superintendents after conducting massive demonstrations. All are requested to make the programme a grand success. Copy of the strike notice will be exhibited on 6th June in all the Websites. Central JCA leaders are meeting at Delhi on 06.06.2011 at 11:00 AM
