 Sub: Brief of the meeting held today with the Cabinet Secretary, Government of India
 Today I met the Cabinet Secretary(Government of India) and raised the issues pertaining to National Pension System(NPS), Minimum Wage and Fitment Formula, “Very Good” benchmark for MACPS and non-holding of meetings of the National Council(JCM).
 The Cabinet Secretary said that, he is aware of the problems of the Staff Side(JCM) from time to time and particularly to this issue and will definitely try to resolve them.
 Particularly on the issue of National Pension System(NPS) he said that, the issue is under active consideration of the Government of India and we are trying to find out some solution to the problems arisen because of the NPS.

Govt plans to increase 7th CPC minimum pay from Rs.18000 to Rs.21000 is just a rumour

Suddenly a news about increasing minimum pay from Rs. 18000 to Rs. 21000 is floating in some websites. All such news items come with the claim of that ‘the sources close to Finance Ministry on condition of anonymity told government Is planning to increase the minimum wage from Rs. 18000 to Rs. 21000. We are also flooded with queries of whether this news is true or false.  As for as we are concerned we came to know that there was no such plan under consideration of central government. Some websites might have posted this news on vested interest or by misunderstanding the amendment made in payment of wages act.

Recently a amendment was made in payment of wages act to increase the wage limit to Rs.24000 for applicability of sub section 6 of section 1 of Payment of wages act 1936. (see the amendment)This might have been misunderstood by some media that central government is going to increase minimum pay to Rs.21000.We asked some leaders in NCJCM side, they told that they haven’t any idea about the news and the authenticity of sources of that news.

7 CPC एच.आर.ए., ट्रांसपोर्ट एलाउंस, न्यूनतम वेतन, भत्तों को लागू करने की तारीख पर जे.सी.एम. की अपर सचिव, व्यव विभाग से हुई बातचीत से कितनी हैं उम्मीदें

7 CPC एच.आर.ए., ट्रांसपोर्ट एलाउंस, न्यूनतम वेतन, भत्तों को लागू करने की तारीख पर जे.सी.एम. की अपर सचिव, व्यव विभाग से हुई बातचीत से कितनी हैं उम्मीदें

नेशनल काउंसिल जेसीएम स्टाफ साईड के सचिव श्री शिवा गोपाल मिश्रा ने अपने वेबसाईट पर अपर सचिव, व्यय विभाग, वित्त मंत्रालय के साथ हुई दिनांक 21—07—2017 के बैठक का संक्षिप्त ब्यौरा देते हुए सभी जे.सी.एम. सदस्यों को पत्र जारी क‍िया  है।  बैठक में सातवें वेतन आयोग के क्रियान्वयन के बाद उठे मुद्दों पर बातचीत हुई है।

बैठक में हुई वार्तालाप का संक्षिप्त ब्यौरा जो कि जे.सी.एम. द्वारा प्रस्तुत किया गया है उसका हिन्दी विवरण निम्नलिखित है:—

बैठक के आरंभ करते हुए कार्यालय पक्ष ने भत्तों पर सरकार के निर्णय के बारे में संक्षेप में बताया।  उसके बाद स्टाफ पक्ष ने निम्नलिखित मुद्दों को उठाया:

1. मकान किराया भत्ता — 7वें वेतन आयोग की सिफारिश के अनुसार मकान किराये भत्ते की दरों में सरकार द्वारा संशोधन नहीं किये जाने पर केन्द्रीय कर्मचारी असंतुष्ट हैं।  मकान किराए भत्ते के पुराने दर 30%, 20% and 10% का बरकरार रखने की मांग स्टाफ साईड द्वारा की गयी।

2. ट्रांसपोर्ट/परिवहन भत्ता — स्टाफ साईड ने बताया कि जो कम वेतन पाने वाले जो 01.01.2016 को @ Rs.3600 + DA परिवहन भत्ते के रूप में ले रहे थे अब उन्हें बड़ा वित्तीय नुकसान हो रहा है क्योंकि उनके परिवहन भत्ते को कम करके Rs.1300+DA कर दिया गया है।  इस अन्याय का निराकरण करने की मांग की।  कार्यालय पक्ष ने इसकी समीक्षा पर सहमति दी है।                                                                                                                                                                                                                                                   3.  भत्तों के 7वें वेतन आयोग के नोटिफिकेशन से लागू करने की मांग — स्टाफ पक्ष मांग करती रही है कि सातवें वेतन आयोग में भत्तों को 01—01—2016 से लागू किए जाएं, कम—से—कम सरकार को इसे सातवें वेतन आयोग के नोटिफिकेशन की तिथि से लागू किया जाना चाहिए जैसा कि पिछले वेतन आयोग के समय किया गया था। कार्यालय पक्ष से इस मांग पर विचार करने को कहा गया।  स्टाफ पक्ष ने कार्यालय पक्ष का ध्यान इस बात पर आकृष्ट किया कि पहले किसी विवाद पर फैसला कर्मचारियों के पक्ष में दिया जाता रहा है।

4. न्यूनतम वेतन फिटमेंट फार्मूला — न्यूनतम वेतन फिटमेंट फार्मूला के मुद्दे को स्टाफ साईड ने पहले भी सरकार के समक्ष रखा था, पर सरकार ने इसपर कोई ध्यान नहीं दिया। चूॅंकि न्यूनतम वेतन डॉ. एक्र्योड फॉर्मूला/15वीं आईएससी नॉर्म्स और उच्चतम न्यायालय के आदेशों के अनुसार नहीं है, अत: सरकार को इसकी समीक्षा करने की जरूरत है। इसके साथ साथ वर्तमान वेतन मैट्रिक्स में कम वेतन पाने वाले कर्मचारियों और उच्च वेतन पाले अधिकारियों काफी अन्तर है। अत: इस मांग पर स्टाफ पक्ष और कार्यालय पक्ष में वार्ता होनी चाहिए जैसा कि इस प्रमुख मुद्दे पर विचार करने के लिए मंत्रियों के समुह ने भी सहमति दी थी।

5. अग्रिम एवं भवन निर्माण अग्रिम — स्टाफ पक्ष ने मांग की है कि सरकार खत्म किए विभिन्न अग्रिमों को पुन: लाए और भवन निर्माण अग्रिम पर सातवें वेतन आयोग की सिफारिशों को सरकार ने स्वीकृति दी है, तदनुसार आदेश जारी किए जाएॅं।

6. रिस्क एलाउंस की कम राशि:  ​रक्षा सिविलियन कर्मचारियों के लिए रिस्क एलाउंस दिये जाने पर सरकार का धन्यवाद करते हुए इसके कम हाने पर चर्चा की गयी।  मांग की गयी कि रिस्क एलाउंस कम—से—कम फायर फाईटिंग स्टाफ के लिए रिस्क मैट्रिक्स से बराबर रखा जाए।

7. 7वें वेतन आयोग द्वारा खत्म/मिलाए गये कुछ भत्तों के पुन: लागू करने के लिए सरकार का धन्यवाद करते हए स्टाफ पक्ष ने रेलवे से द्विपक्षीय सहमति के अनुसार रेलवे के रनिंग स्टाफ के लिए उन 12 भत्तों पर से वित्त मंत्रालय के रोक हटाने की मांग की है।


स्टाफ पक्ष ने बैठक में अध्यक्ष को बताया कि केन्द्रीय कर्मचारियों में उभरते असंतोष पर विचार करते हुए उपर्युक्त मुद्दों पर सरकार अपनी भावनाओं को स्टाफ पक्ष के समक्ष रखे, अगर सरकार द्वारा कोई साकारात्मक रूख नहीं दिखा तब विकल्प के रूप में आंदोलनात्मक कार्रवाई की जाएगी।

अध्यक्ष ने धैर्यपूर्वक सुनने के बाद निम्नलिखित प्रतिक्रिया दी है:                                                                                                                                                                                                                                     1. स्टाफ पक्ष के विचारों को सरकार के समक्ष रखा जाएगा।                                                                         2. न्यूनतम वेतन और फिटमेंट फैक्टर के संबंध में स्टाफ साईड और भी आधार और संशोधन के औचित्य प्रस्तुत करे तो कार्यालय पक्ष इस पर विचार कर सकता है।                                                                           3. उपर्युक्त टिप्पणी प्राप्त होने के उपरांत अगली बैठक रखी जा सकेगी।                                                 उपर्युक्‍त से अनुमान लगाया जा सकता है क‍ि सरकार ट्रांसपोर्ट/परिवहन भत्‍ते के संशोधन पर व‍िचार
कर सकती है।  भत्तों को 01 जुलाई 2017 से लागू किया गया है और सरकार ने संसद में इस पर स्पष्ट किया है कि इस तिथि में बदलाव पर सरकार कोई विचार नहीं कर रही है। Read सातवें केन्द्रीय वेतन आयोग के अंतर्गत भत्तों को 1 जनवरी 16 की बजाय 1 जुलाई, 2017 से लागू करने, मूल वेतन की वृद्वि के तारीख से नहीं देने, बकाया नहीं देने के कारण पर वित्त मंत्रालय का संसद में स्टेटमेंट
  अत: भत्तों पर एरियर मिलने की संभावना कम है।
न्यूनतम वेतन और फिटमेंट फार्मूले के संशोधन के मुद्दे को अभी स्थान दिया गया है पर किसी नतीजे आना संभव नहीं है। एच.आर.ए. के पुराने दर पर देने की मांग पर भी बैठक में कार्यालय पक्ष ने कोई प्रतिक्रिया नहीं दी है, अर्थात मकान किराये के दर में किसी और संशोधन की संभावना नहीं दिखाई पड़ती।  अन्य मुद्दे सरकार

को सूचनार्थ दिये गये हैं भविष्य में उनपर सकारात्मक असर दिख सकेगा।

Sub: - Dress Allowance to Postman/Mailguard/MTS Staff of Department of Posts – reg.

Sir,

            As you are aware, 7th CPC has recommended that all uniform related allowances should be subsumed in a single Dress Allowances (including shoes). It has also recommended the rates of Dress Allowance for various categories of uniformed staff in Para 8.16.14 of its report. In that para no mention is made about the Dress Allowance of uniformed staff of Postal Department viz; Postmen, Mailguard and MTS.

            There is a mention regarding other categories of staff as follows:
“other categories of staff who are supplied with uniform and are required to wear them regularly, like Trackman, Running staff of Indian Railways, staff car drivers etc.” Their rate of Dress Allowance is fixed as Rs.5000/- per year.

            Even if is presumed that the Postmen, Mailguard, MTS Staff of Postal department comes under “other categories”, the Dress Allowance recommended by the 7th CPC is far below the amount of various items relating to Dress (washing allowance, cost of shoes uniform etc.) they are getting at present.

            Subsequently Govt. constituted an Allowance Committee headed by Secretary, Finance & Expenditure to review various allowances recommended by 7th CPC. Before the Allowance Committee NFPE has submitted a memorandum requesting enhancement of Dress Allowance of Postmen, Mailguard and MTS staff to 15000/- per month. But from the notification issued by Govt. after accepting the recommendations Allowance Committee, again no mention is made about Postmen/MG/MTS and no increase in Dress Allowance is made. The entire Postman/MG/MTS staff are aggrieved over the decision of the Govt.

            In para 8.16.14 of 7th CPC regarding Dress Allowance there is a special recommendation as follows: -

            “While the Committee has recommended that other categories of staff who are supplied with uniform and required to wear them regularly should be provided Dress Allowance at the rate of Rs.5000/- per year, the Ministries/Departments may taka a decision on whether the rate should be Rs.5000/- or Rs.10000 per year”

            From the above recommendation it is clear that the Department of Posts can take a decision to enhance the Dress Allowance to Rs.10000/- with the approval of Finance Ministry.

            In view of the of the above, I request the Secretary, Department of Posts to take immediate necessary action to raise the Dress Allowance of Postmen, Mailguard and MTS, at least Rs.10000/- per year, as per the recommendation of 7th CPC.

CONDUCT SOLIDARITY PROTEST DEMONSTRATION INFRONT OF RMS & MMS OFFICES ON 13TH JULY, 2017

All India RMS & MMS Employees Union Group `C` and  M.G. and MTS Group `C` CHQ strongly  protest against vindictive action of Administration against Com. K.R.Ganesan former R-III Circle President  TamilNadu and NFPE Federal councilor by awarding   punishment of Removal from Service and compulsory retirement of two other comrades. The Administration vindictively proceeded in a loss case in which the real culprit a casual driver who admitted to the Police of his role in stealing the mail bags in transit. Even then the Administration framed Rule 14 charge Sheet against Com. K.R.Ganesan and some other comrades for their revenge and took this opportunity to revenge upon senior leader Com. K.R.Ganesan . We cannot tolerate such mindless and inhuman attitude of administration and will fight to reinstate him into service immediately. Tamilnadu COC has started Trade Union Action all over the Circle and spontaneous strike in RMS `CB` Division. R-III & R-IV CHQ convey full support to fighting Tamilnadu comrades and give joint call to conduct solidarity protest  demonstrations in front of RMS & MMS offices through  out the country on 13th July, 2017 and send a pass a  resolution on it to CPMG Tamilnadu Circle. We will fight against such hasty vendetta acts of administration at any level.
