Today, is the 58th anniversary of the Glorious Strike of the Central Government Employees which started on 11th July 1960 and continued for 5 days on the basic demands of the workers. That was their biggest strike in independent India till then, which shook the edifice of the Government.It was suppressed by all repressive measures putting thousands in jail, dismissal, termination etc. But the workers never surrendered. The mighty one day Token Strike on 19th September 1968 reminded the Government that the workers can never be suppressed all the times. On this day our Revolutionary salutes to all those comrades who sacrificed their lives at the altar of struggle and also who faced inhuman suppression and also the lakhs of workers who participated. DECISION OF THE NJCA MEETING HELD AT JCM (NC) STAFF SIDE OFFICE, NEW DELHI ON 3rd JULY 2018

Representatives of the Confederation took a stand that as two years are already over after the assurances given by Group of Ministers, NJCA should revive the deferred indefinite strike immediately and date of commencement of the strike should be decided. After detailed discussion and after considering the views expressed by other NJCA Members (representing Railway Federations & Defence Employees Federations), it was unanimously decided TO PASS A RESOLUTION against the anti - employee attitude of the Government and inform the Government that if the Government fails to settle the demands of the Central Govt. Employees raised by NJCA including the major demands viz; increase in Minimum Pay and Fitment Factor from 01.01.2016, Scrapping of NPS, implementation of Option - 1 from 01.01.2016 , withdrawal of "very good" bench mark for promotion , through a negotiated settlement on or before 07th August 2018 , then the NJCA would be left with no option than to revive the deferred indefinite strike action. The NJCA will meet on 18th August 2018, to decide next course of action.

Keeping in mind our experience with NJCA, Conferation National Secretariat has decided to go ahead with the 15.11.2018 strike and Campaign programmes as decided in the 10th June Hyderabad National Convention demanding settlement of 10 points Charter of demands of Confederation.

Victory to the unity. Once again it is proved unity will always pave the way to the Victory .

 All three GDS unions (AIGDSU, AIPEU-GDS & NUGDS) 16 days historic indefinite strike of 2.76 lakhs Gramin Dak Sevaks.  We congratulate the entire GDS who stood unitedly like a rock and defeated all the anti-strike propaganda of the Postal Board and their Agents. We salute the GDS for their courage, bravery and determination. This strike is a history and it will be written in golden letters in the history of Postal Trade Union movement and Indian working class movement. Not only all Central Trade Unions but the World Federation of Trade Unions (WFTU) Postal Federations also extended full support and solidarity to this strike for emancipation of most down trodden section called GDS.
This strike is significant because, it fought against the adamant attitude of the Govt and Postal Board, rejecting their sweet-coated appeals and also threat of “withdraw the strike, then only we will talk” and finally ended in thumping victory and came out with flying colours. All credit goes to the 2.76  lakhs GDS who fought heroically and unitedly, even though they are scattered in 1,29,500 rural Branch post offices. This is the great victory of the poor, oppressed, downtrodden and marginalized section of the society who have nothing to loose but chains. And We convey our deep condolences to the families of brave GDS whose shocking sudden deaths and suicide while on strike has shaked the conscience of right thinking persons.

Com. G.L. Dhar, Secretary AITUC, former Secretary General Central Secretariat employees and popular veteran trade union leader is no more. He is 84 years old. He conducted historical struggles in Delhi for the cause of working class. Workers called him “Lion of the Delhi” with love. CG/POSTAL Employees,never forget his valuable advises and support and solidarity during All strikes/Struggles.    Com. G.L. Dhar is very affectionate to Com. P.Suresh GS R4 NFPE and appreciated his fighting nature.

HISTORIC STRIKE ENTERS 15TH DAY

THREE LAKHS GRAMIN DAK SEVAKS DID IT

Government and Postal Board is totally indifferent. Suicides and death of GDS while on strike are reported everyday. Situation becoming out of control.Nearly 7000 GDS including 1000 ladies mobilized infront of Cheif PMG office Hyderabad and they refused to disburse till the strike is settled. Only due to the timely intervention of Ministers, MPs, MLAs and TU Leaders of Telangana the situation came under control after five hours. All the Branch Postoffices remain closed for fifteen days and they have now become Branch “Ghost” Offices. The anger and protest of striking GDs is growing day by day. If the situation goes out of control and any untoward incidents happens, the Govt and Postal Board alone will be responsible. The calculation of the Officers that believing their sugar-coated appeals, GDS will resume duty on 4th June (Monday) had gone wrong.

The attempt to reach Circle level settlements to break the unity and weaken the position of All India Leadership of the striking GDS,while All India unions are on strike has also miserably failed. 99% of the Circle Unions refused to reach Circle level agreements and categorically told the Chief PMsG to discuss with their All India leadership and reach settlement at Delhi level. Percentage of the strike increased further in all states and it has reached its peak on 4th June (Monday), almost 100% in all states.

Confederation National Secretariat calls upon all its affiliates and C-o-Cs to extend full support and solidarity to the striking GDS. Don’t hesitate. Grab the seriousness of the situation and jump into action. Take initiative to form strike aid Committees at all places. Extend financial assistance to the needy GDS who are on strike. Organize various types of protest and solidarity action daily under the banner of strike –aid committee or confederation. Approach MPs, MLAs, Ministers, distinguished personalities and organizations and request them to intervene.

All GDS Unions including pro-BJP BMS Union has unanimously decided to continue the strike till settlement of their demands. Strike may prolong further due to the negative attitude of Government. GDS unions are ready to continue their struggle. There is no wavering or confusion anywhere. The strategy of the department to make them starve and then surrender has also failed.

Remember, after 1946 P & T strike which lasted for 26 days and after 1974 Railway strike which lasted for 25 days, this heroic struggle has taken place and three lakhs most down trodden GDS has did it. We should understand the significance of this strike and come forward to extend all out support. Once the bus is missed, you cannot catch it again.

Sub: -  Ongoing GDS Strike.

As you are aware the strike of the GDS Unions demanding immediate implementation of positive recommendation of Kamalesh Chandra committee is continuing. All the four GDs Unions are on strike and the functioning of 1,29,500 Branch Post offices has been paralysed. In remaining departmental offices also work is badly affected.

Instead of taking a positive approach to discuss and settle the demands amicably, the stand of the Department and Govt. that “strike should be withdrawn first and then only discussion”, “no minutes or agreement” etc. cannot be accepted by trade Unions of its name. The attitude of the Govt. and Department is condemnable.

As GDS has not raised any unreasonable demand, prolonging the strike further will complicate the situation. We, the Federation, shall not remain as silent spectators, when 2.76 lakhs GDS who are an integral part and backbone of the rural Postal services are on strike for 15 days.

We hereby like to inform you that if the strike is not settled by accepting the reasonable demands of the striking GDS Unions immediately, NFPE and FNPO and all its affiliated unions will be compelled to join the strike with short notice. We have already notified the meetings of our managing bodies to take a decision in this regard.

We earnestly hope that the Secretary, Department of Posts, shall come forward to negotiate and settle the legitimate demands of the striking GDS Unions forthwith, before the situation goes from bad to worse.

DEMANDING  IMMEDIATE  IMPLEMENTATION OF  KAMALESH CHANDRA COMMITTEE REPORT

The historic strike of three lakhs Gramin Dak Sevaks has entered 15th day. Six round of discussions held so far has failed to reach an honourable settlement due to the indifferent and negative attitude of the Govt. and Postal Board. “Call off the strike first, then we will discuss” attitude of the Central Government cannot be accepted by any Unions. The sugar-coated appeals of the Secretary, Department of Posts could not create any impact on the striking GDS. Nobody resumed duty. Percentage of the strike reached all time high on 4th June (Monday). All attempts of the Govt. and Postal Board to break the strike have miserably failed.

GDS are becoming more and more restive and anger and protest is growing day by day. The situation may go out of control of the Postal Board and Officers, as happened in Hyderabad on 04.06.2018. About 7000 GDS including 1000 ladies mobilized in front of the CPMG Office and protested for about five hours. GDS on strike are committing suicide and sudden deaths are taking place every day. In this situation, a full-fledged meeting of the Postal JCA will be held shortly and the possibility of All India solidarity strike will be explored in all seriousness.

In the meantime, the NFPE and FNPO has decided to organize five days mass relay hunger fast (10am to  5 pm) in front of all Chief PMsG Offices on 7th, 8th, 11th, 12th & 13th June 2018 demanding immediate implementation of Kamalesh Chandra Committee Report. The striking GDS Unions has already given call for indefinite relay hunger fast in front of all Divisional Offices from 6th June 2018.

As a second phase of programme Secretary General NFPE & FNPO and All India office bearers and General Secretaries of it’s affiliated unions will sit on two days relay Hunger Fast on 18th & 19th June 2018 in front of Dak Bhawan, New Delhi.

We have given a Joint letter of PJCA to Secretary, Department of Posts, informing that NFPE and FNPO will be compelled to join the strike if strike demand is not settled immediately by accepting the reasonable demands of the striking GDS Unions (Letter published separately).

NFPE and FNPO calls upon all its affiliated unions and Circle/Divisional Secretaries to make the five days relay hunger fast in front of Circle Offices a grand success by mobilizing huge participation of employees. Also extend full support and help to the indefinite relay hunger fast of striking GDS unions infront of all Divisional Offices from 6thJune 2018.
