Sir,
Sub: Revision of instructions issued to merge the duties of outsourced casual labourers with the work of Multi-Tasking Staff – regarding.
This Union draws your kind attention to the recent orders of the Directorate No.4-4/2009-PCC Dated 19.11.2010 directing merger of several duties performed by part time and contingent staff with the duties of MTS.
It can be seen that many such unskilled duties are now being attached to the MTS in many places in spite of the fact that the MTS are the upgraded Group ‘C’ staff and not any more the Group ‘D’ staff. While it is understandable that all the earlier duties and responsibilities performed by the erstwhile Group ‘D’ have continue to be performed by them. It is not justified to attach those duties of unskilled labour by way of outsourcing etc.
This Union also wishes to bring to your kind notice that erstwhile Group ‘D’ cadre was the worst hit cadre by way of abolition of posts through the Screening Committee that resulted naturally with very heavy work load on the remaining erstwhile Group ‘D’ staff. Now further attaching the duties of the outsourced contingent and part time casual labourers to these Multi-Tasking Staff is highly unjustified. These MTS are expected to perform more leg-work outside the office Transit Sections TMOs in Railway Stations, Bus Stands etc. Therefore inclusion of more such unskilled duties will render their assistance to the Sorting Assistants inside the office totally unavailable and leading the smooth office work into difficulties.
This Union therefore urges upon your intervention for causing necessary reconsideration of the Directorate orders for transferring the work of the part time and contingent staff to the MTS.

Sub: Creation of MTS Posts to the tune of vacant GDS MM Posts in RMS – regarding.
This CHQ is constrained to draw your kind attention that consequent upon the issue of Directorate Orders for keeping the GDS MM posts in RMS wing unfilled, the work load of the MTS staff in particular has increased manifold.
The Circle, Regional and Divisional Administration have taken advantage of the said orders to keep the vacancies of all such GDS MM unfilled but they have not taken any effort to assess the actual work hours to be performed by those vacant GDS posts to create necessary Multi-Tasking Staff posts.
This CHQ desires that the Directorate may kindly issue suitable instructions to all concerned to immediately assess the total hours of work pertaining to the vacant GDS MM posts in RMS and take measures to create appropriate posts of Multi-Tasking Staff in order to mitigate the problems of staff and the RMS services.
