The representatives of AIRF, AIDEF, Confederation met at AIRF Office today under the Chairmanship of Com. Umraomal Purohit. President, AIRF. The following Comrades were present.

            The meeting decided to forge a Joint Council of Action to pursue the enclosed Charter of Common Demands of CGEs. Com. Umraomal Purohit President AIRF will be the Chairman and Com. Shiv Gopal Mishra will be its Convenor. The following shall be the members of the Council.

The following demands were included in the Common Charter of demands:

1.    Set up the 7th CPC and frame its terms of reference after consultation with Staff Side.
2.    Merge DA with pay for all purposes.
3.    Scrap the New Contributory Pension Scheme.
4.    Regularize (a) Gramin Dak Sevaks of Postal Department.(b)Daily rated workers , (c) Contract Labourers:
5.    Remove 5% Ceiling on Compassionate appointments.
6.    Settle all 6th CPC anomalies raised in the National Anomaly Committee and implement the Arbitration Awards.
7.    Remove Ceiling of Rs. 3500 on computation of Bonus.

  All organizations may include the department –specific and other demands in Part B of the Charter and seek settlement thereof with the appropriate authorities.

 The meeting also decided to submit the Charter of demands to the Cabinet Secretary and seek negotiated settlement.

 The Council will meet again in the first week of August 2013 to decide upon the date of National Convention and other programmes of action in pursuance of the Charter of demands.

CONFEDERATION APPEALS TO ALL CENTRAL GOVT. EMPLOYEES TO DONATE ONE DAY WAGES TO PRIME MINISTER’S RELIEF FUND
       Excessive and unexpected rainfall resulting in furious floods has battered beyond measure, the Himalayan hill state of Uttarakhand.  Whole villages, stretches of roads and communication links have been affected.  More than 1000 persons met with tragic death.  Thousands, including those from other parts of the country who were undertaking pilgrimages to religiously significant temples in the region, remain stranded.  Hundreds of houses and buildings along the banks of Alakananda and the Bhagirathi has been swept away in Rudraprayag district alone.  Thousands have become homeless.
      As the magnitude of the tragedy caused in Uttarakhand continues to unfold, Prime Minister Sri. Manmohan Singh has issued an appeal for generous donations to support the victims who have suffered extensive devastation.  Prime Minister appealed that - “At this moment, the affected people need our help to tide over the calamity that has fallen upon them, to survive and to rebuild their lives.  I request all citizens of India to stand with our distressed fellow countrymen, and actively participate in the national effort to support them at this difficult time”.
               It is needless to say that the Central Govt. Employees have an urgent and important role to play in helping the flood victims and we shall have to rise upto the occasion, as in the past when such national calamities occurred.  The National Secretariat of the Confederation of Central Govt. Employees & Workers calls upon the entireity of Central Govt. Employees to donate one day’s salary to the Prime Minister Relief Fund and extend our full support to the flood victims to rebuild their lives.
          All the Affiliates of the Confederation, State Committees (C-O-Cs) and CHQ Office bearers are requested to make maximum efforts to collect and remit the donations to Prime Minister’s Relief Fund.

Revision of OTA rate case filled at CAT Madras Bench dismissed.


One of the service Association has filed CAT case in Madras Bench in connection with the revision of Overtime Allowance.  

Hon’ble CAT Madras Bench in their judgement dated 9th April 2013 stated that ''prior to 5th CPC, all Non-Gazetted employees in receipt of monthly basic pay of upto Rs. 2200/- were entitled to OTA for performing duties beyond the designated working hours. The 5th CPC had recommended abolition of OTA for all categories except the Staff Car Driver, Operational Staff and Industrial employees. But, it recommended that the staff deployed on weekly off days should be given a compensatory leave rather than any cash compensation in the form of OTA or otherwise. However, the said recommendations were not accepted and status-quo was maintained as per the recommendations of the 4th CPC. It is also seen that the rate of OTA fixed and the ceiling by the Nodal Ministry viz. Department of Personnel and Training, consequent on the recommendation of 4th CPC have not been revised by the said Ministry. As rightly contended by the respondents, unless the said Nodal Ministry approves the proposal sent by the Department of Posts for revision of OTA rate, they are not in position to revise the OTA rates on its own and it is a policy decision of the Government.  In other words, the Department Posts cannot take an independent decision on the issue raised by the respondents".

PA/SA DIRECT RECRUITMENT RESULT

It is informed that the circle wise final result of PA/SA direct recruitment exam will be announced during the period from 1st August to 30th September 2013. Valuation of exam papers already over and Hall permit for computer test will be issued shortly. It is proposed to have online computer test for the selected candidates. About 14 lakhs candidates appeared in the exam for PA for the vacancies around 5100.

Launch of Logistics Post Air Service

India Post has started “Logistics Post Air Service in Association with Air India on identified sectors amontst 15 linking airports, Agartala, Delhi, Mumbai, Kolkata, Nagpur, Bangalore, Hyderabad, Chennai, Pune, Ahmedabad, Imphal, Guwahati, Patna, Lucknow & Trivandrum (Thiruvananthapuram). The main  features of this service include.


(i)        First Category: Airport. Customer to deposit the consignment at the postal facility available at the airport premises at Logistics Post Air Booking Centre, Palam TMO, New Delhi – 110037 and the delivery will be effected to the customer at the post office facility at the destination airport.
(ii)      Second Category: City to City (on payment of additional charges). On payment of City to City charges, the consignment will be booked at Logistics Post Air Booking Centre, RMS Bhawan, Delhi -  110006 and the delivery will be effected at the Logistics Post Delivery Centres in the Destination city. (Minimum additional charges Rs 50 per consignment @ Rs. 1/- kg).
(iii)     Third Category: Door to Door (on payment of additional charges). Pick up from the premises or delivery at the permises of the consignment (Minimum additional charges Rs. 100 per consignment @ Rs. 2/- per kg).

Charges shall be as per volumetric weight rates to be followed in accordance with IATA standards (6000 cubic cm = 1 kg for the purpose). There will be four types of rates for Logistics Post Air Service viz.


(i)            Standard rate            -           For consignment upto 49 kgs.
(ii)          Bulk Rate (BA)         -           for 50 kgs to 99 kgs.
(iii)         Bulk Rate (BB)         -           For 100 kgs to 249 kgs.
(iv)         Bulk Rate (BC)         -           For 250 kgs & above

No decision on central staff retirement age on cabinet meeting

Though a number of newspapers and websites did spread the news that cabinet is likely to enhance central employees' retirement age by two years today, nothing of this kind has been announced after the cabinet meeting held on today, 04.06.2013.
As per information available with us, the Govt. has already taken in principle decision to extend the service for two more years and DOPT has begun to work to implement the same.
The formal announcement is yet to be made but will be within this year definitely.
