                Sub: Abolition of HB-33 and HB-9 sections functioning between Hubli and Guntakal HB -7, Bangalore to Hubli, Q-1 ,Mangalore to Madgoan, Q-31, Q-32 Bangalore to Kolhapur,And connected HB-32 Harihar to Belgam.
             It has come to the notice of this union that the CPMG Karnataka circle has proposed/ordered abolition of HB-33 and Hb-9 sections functioning in passenger train between Hubli to Guntakal and vice-versa and ordered those mails to be transmitted through the S.T.C. Buses, recently introduced between Hubli and Guntakal. HB -7, Bangalore to Hubli, Q-1 ,Mangalore to Madgoan, Q-31, Q-32 Bangalore to Kolhapur,And connected HB-32 Harihar to Belgam
         This measure results in avoidable delay to mails not only meant for karnataka circle but also to mails including Speed Post and EPP Logistic Post emanating from many districts of Karanataka. moreover the STC Buses cannot transmit all the bags which are hitherto carried by HB-33 and Hb-9 Sections as they are heavy in number.
           Our union strongly opposes the abolition because it is not only against the existing policies and practices of the Department and the unions also it is likely to result in avoidable problems to the staff concerned. Even though clear instructions were issued by the Directorate to all concerned to discuss all such proposals with the unions at relevant levels before initiating any further action, they are being disregarded. No discussion are being carried out with the concerned unions which are better placed to scrutinize the proposals and render their opinions
          You are aware that the meeting with staff side and your good self on the strike charter of Demands on 30-11-2009 it was agreed that status quo as on 30-11-2009 and 12th July, 2010 will be maintained and no office will be merged/abolished without taking the staff side into confidence. Minutes of this meetings were issued on 1-12-2009 vide Directorate letter No.8-11/2009-SR dated 1st December 2009 and 12th July, 2010  It has been noticed that inspite of agreement on 30-11-2009 and 12th July, 2010 it has been noticed that Karanataka Circle are not honouring this agreement which shows not serious on the agreement reached with the unions and breaches it at its own will.
           Therefore, our union requests you kindly to intervene in the matter and cause withdrawal of proposal /orders of abolition of HB-33 and HB-9 HB -7, Bangalore to Hubli, Q-1 ,Mangalore to Madgoan, Q-31, Q-32 Bangalore to Kolhapur ,And connected HB-32 Harihar to Belgam. Section proposed/orders issued by CPMG Karanataka Circle.
