STRIKE CALL BY ALL INDIA RMS & MMS EMPLOYEES UNION, GROUP 'C' AND ALL INDIA RMS & MMS EMPLOYEES UNION, MAILGUARDS & MTS, ODISHA CIRCLE BRANCHES

All India RMS and MMS Employees Union, Group-C and All India RMS EU Mail Guard and MTS, Orissa Circle Branch have given notice to Circle Administration to go on indefinite strike from 20.04.2011 demanding fulfillment of 9 points as enlisted in the charter of demands.

In this connection Comrade R N Dhal, Circle Secretary, Gr.C, All India RMS and MMS Employees Union telephonically informed the CS, AIAIASP, Odisha Circle Branch on 08.04.2011 of the developments and sought moral support of the AIAIASP, Odisha Circle Branch for this.
Without going into the merits of the points mentioned in the charter of demands in support of the strike call, AIAIASP, Odisha Circle Branch by its own experience has observed that the Circle Administration is taking a number of decisions arbitrarily against the interest of the staff side. As rightly mentioned by All India RMS and MMS Employees Union, Group-C and All India RMS EU Mail Guard and MTS, Orissa Circle Branch, Circle Administration is ignoring the issues taken up through correspondences in a number of cases and has not even extended the courtesy of acknowledging the communications. High handedness without taking staff side into confidence is now the order of the day. In respect of IP line officials, vacancies in ASP cadre are allowed to continue for indefinite period deliberately. Vacant posts of IPs are not allowed to be filled up on ad hoc basis when there are no regular IPs to man the vacancies. Existing IP line officials are made to carry the extra burden of vacant posts of IPs /ASPs for indefinite period and are put to avoidable miseries. Circle Administration is indifferent to the problems of the IP cadre, particularly in HQ Region.
Evidently, the strike call by the All India RMS and MMS Employees Union, Group-C and All India RMS EU Mail Guard and MTS, Orissa Circle branch is the manifestation of failure of conciliatory approach through the process of meetings and dialogues between the Administration and Service Unions. The courage and determination shown by the All India RMS and MMS Employees Union, Group-C and All India RMS EU Mail Guard and MTS, Orissa Circle branch by giving call for indefinite strike in support of their charter of demands is commendable. For the cause of the workers' unity, AIPEDEU Odisha Circle Branch extends its moral support for the strike call and appeals the Circle Administration at the same time to look into the issues involved with all fairness so as to settle them amicably.

CHQ R4 IMMEDIATELY FAX TO SECREATRY DEPARTMENT OF POSTS 
              
       We are very constrained to bring to the notice of Secretary Department of Posts the recent developments happening in Odisha Circle. A new trend has developed recently and some radical changes are being implemented without consulting the staff side representatives. In the name of implementation of proposal of Mecancy  consultancy with an unilateral decision to merge/aboliation of Transit sections/Mailoffices 
      Our union strongly opposes the merger because it is not only against the existing policies and practices of the Department and the unions also it is likely to result in avoidable problems to the staff concerned. Even though clear instructions were issued by the Directorate to all concerned to discuss all such proposals with the unions at relevant levels before initiating any further action, they are being disregarded. No discussion are being carried out with the concerned unions which are better placed to scrutinize the proposals and render their opinions
      You are aware that the meeting with staff side and your good self on the strike charter of Demands on 30-11-2009 it was agreed that status quo as on 30-11-2009 and 12th July, 2010 will be maintained and no office will be merged/abolished without taking the staff side into confidence. Minutes of this meetings were issued on 1-12-2009 vide Directorate letter No.8-11/2009-SR dated 1st December 2009 and 12th July, 2010
       It has been noticed that inspite of agreement on 30-11-2009 and 12th July, 2010 it has been noticed that Odisha Circle are not honouring this agreement which shows not serious on the agreement reached with the unions and breaches it at its own will.
      Kindly find herewith the charter of demands containing nine justified problems which are being faced by Odesha RMS workers. The Circle RMS Unions of odisha Circle had conducted Dharna on 07-4-2011, and on the same day served the proposed Indefinite strike upon the CPMG Odisha Circle. The demands are reasonable. As the Circle administration did not take suitable action in a reasonable time the industrial action became invitable.
         Therefore, you are requested to intervene and issue instructions suitably to the CPMG Odisha Circle to settle the demands in consultation with the leaders of RMS Odesha Circle and defuse the tense situation in Odisha Circle.
