LETTERS TO DEPARTMENT

Sub:- DEPARTMENTALISATION OF GDS MAIL MAN-Equivalent to MSE/Mail Guard.
            This union is constrained to bring following important issues regarding departmentalization of GDSMM working in RMS section of Postal Department. GDSMMs are working at par with departmental Mail Man. Their services are being utilized for hard work in night duties and in shifts also. Since their services are also used for Group D (MSE) assistance work, their pay is to be fixed at par with Group D (MSE), on pro-rata basis, which is justified. The extract of the recent orders on GDSMM is as follows:
The recommendations of One-man Committee on GDS Mailmen have examined by the department and after a careful consideration, the Competent Authority ordered the following.
1. Conducting of a work study by Internal Work Study Unit (IWSU) for laying down the standard for various operations/ work done by Mailmen in Mail Offices/Transit Mail Offices/Mail Agency.
2. The existing vacancies of GDS Mailmen and future resultant vacancies of GDS Mailmen falling vacant either due to discharge/ absorption in Department shall not be filled up in future.
3. The category of GDS Mailmen be considered as a wasting group.
4. The present GDS Mailmen engaged in Mail offices on regular basis shall continue till they vacate the post either due to discharge/absorption in department or death.
            The above decision to implement Nataraja murthi committee recommendation is most unscientific, irrational and unreasonable. In fact the GDSMM are performing work at par with departmental Mailmen. Therefore the issue requires a relook. If the order is implemented hundreds of GDS substitutes (outsiders) will be jobless. THEY HAVE BEEN WORKING FOR THE LAST 20 YEARS AND ACTUALLY MANAGING THE BASIC WORK OF RMS. Without seeing the pros and cons and ground reality the order is fatal in all respect to the working people which is opposed vehemently at this end. THERE ARE COURT CASES ON THIS ISSUE AND DIRECTORATE ORDERS TO FILL UP GDSMM POSTS ARE NOT IMPLEMENTED TOO. All over India the present working strength of GDSMM is about 1900.The total sanctioned strength was 2600 about 700 posts was vacant in the 68 RMS Divisions in 19 Circles. In other side Departmental RMS side the vacant post of Mail Guard /Mail man and Group ‘D’ (MSE) Posts is more than 3000/4000. Now in this changed scenario this GDS MMs can be easily regularized/Departmentalised through present Establishment Norms-7 HOUR GDS MM WORK NORMS EQUIVALENT TO ONE GROUP ‘D’ POST. (Vide DG P&T letter No.6-34/79-PE.II dated 17.10.1981.) So this can be helpful to uplift the socio economic condition of this section of employees, Most of GDS MM are working in urban and metropolitans cites and their PRESENT LIVING CONDITION VERY LOW , the justified Multi skilled group ‘C’ are neither sanctioned nor their services are regularised.
                In the above circumstances we request you to keep the order in abeyance pending discussion in the matter lest we will be forced to resort to Trade Union action to undo injustice done to the hard working downtrodden who are the key nerve of the RMS.  A kind line in reply will be highly solicited.

Sub:- Proposal for introduction of CMMS on trunk routes in Karanataka and abolition of Q-31/HB-32 Sections/TMP    service functioning in Ranichennamma Express.

          It has come to the notice of this union that the CPMG Karanataka Circle has moved the proposal again. Proposal for introduction of CMMS on trunk routes in Karanataka and abolition of Q-31/HB-32 Sections/TMP service functioning  in Ranichennamma Express. The abolition of sections in no way improve the expeditious conveyance of mails, on the other hand it will cause delay in conveyance of mails, on the light of experience of CMMS already running in Karanataka.You are aware that the meeting with staff side and your good self on the strike charter of Demands on 30-11-2009 it was agreed that status quo as on 30-11-2009 will be maintained and no office/sections will bemerged/abolished without taking the staff side into confidence. Minutes of this meeting were issued on 1-12-2009 vide Directorate letter No.8-11/2009-SR dated 1st December 2009. and recently meeting with staff side and your good self on the strike charter of Demands on 12-07-2010 it was agreed that status quo as on 30-11-2009 will be maintained and replied Reports will be called from the Circles against the order of status-quo.Minutes of this meeting were issued on 14-07-2010 vide Directorate letter No.8-02/2010-SR dated 14th July 2010.It has been noticed that inspite of agreements on 30-11-2009 and 12-07-2010 it has been noticed that
many Circles are not honouring this agreements which shows not serious on the agreement reached with the unions and breaches it at its own will.
           Hence, our union requests you to kindly intervene in this matter and direct the CPMG to drop the proposal for introduction of CMMS on trunk routes in Karanataka and abolition of Q-31/HB-32 Sections/TMP service functioning in Ranichennamma Express. and advise the CPMG Karanataka Circle, to honour the minutes of the meetings held with staff side and Secretary (Posts) on 30-11-2009 and 12-07-2010 and maintain the status quo as on 30-11-2009.and to avoid staff unrest and agitation, for which act of kindness our union shall be thankful to you.

Sub: Utilising service of Multi Skilled Employees by overtaking the services of Mailguards in RMS –reg.
             You are aware that the minimum qualification for erstwhile Group’D’ was made as Matriculation with pay band in PB-1 with Grade Pay Rs 1800/- .The Non-Metric Group’D’ were given training and are converted as Multi Skilled Employees. The duties of such Multi Skilled Employees have been changed vide instructions contained in DG Lr No 1-20/2008-PCC dt 27-3-2009. and No. 1- 20/2008-PCC 19th April 2010 .After conduction of the prescribed training the Multi Skilled Employees services are being utilised by overtaking the duties of Mailguards. Infact the duties assigned in the said letter are of Sorting Assistant duties in nature. If these Multi Skilled Employees are being utilised for these duties the Mailguards will become subordinate in performing their duties. By this the class discrimination is being created in the rank and file.
          Therefore it is requested to utilise the services of Multi Skilled Employees as Mailguards and the regular Mailguards services in Transit Sections so that the Mail Agents Services can be utilised in mail offices. If this suggestion is implemented to some extent the shortage of staff can be meeted for improving the efficiency in running RMS offices/Transit Sections. It is hoped the suggestion would be appreciated and implemented very soon. A line of reply is solicited.

Sub:- Request for providing GDS post to the widow of the murdered Casual Labourer while on Duty in RMS Z Division AP circle on humanitarian grounds – Reg.
Ref :-Circle Office AP- WLF/FA/GBR/Z Division -2009-2010 dt at Hyd 500001- the 28-05-2010

        One Shri. G.Babu Rao casual labourer HRO Z division was on duty as night watch man on 2-2-09. While on duty he was murdered by the regular night watchman of the unit. Nearly Rs. 10 lakhs was stolen by  the regular night watch man. On the pursuance of Regional/Circle administration an FIR was filed at Abids police station Hyderabad 1. The stolen amount was recovered from the accused. The then CPMG AP Circleand Regional PMG Hyderabad were kind enough in visiting the house of Shri.G.BabuRao and assured a jobto the widow of the murdered employee. A special report was sent by the CPMG AP Circle - WLF/FA/GBR/Z Division -2009-2010 dt at Hyd 500001- the 28-05-2010 to the Directorate with due recommendations for appointment of the widow of the murdered employee as GDS in extraordinary circumstances for issue of necessary approval. It is not out of place to mention that CPMG AP Circle had requested to provide financial assistance to the murdered employees family out of the welfare fund. So for either the sanction for financial assistance from welfare fund or providing a job in GDS cadre on relaxation of normal recruitment rules has been accorded. The plight of the family of the murdered employee is in miserable condition as they could not get any help from the department.
            Therefore you are requested to look into the case personally and help the family of the murdered employee on humanitarian consideration and circumstances explained above, for which act of kindness the entire Postal and RMS workers in AP Circle would be thankful to you.
