CONSIDERATION OF “GOOD” BENCHMARK AS “VERY GOOD” FOR GRANT OF FINANCIAL UPGRADATION UNDER MACP BEFORE 25.07.2016.

Sub: - Consideration of “Good” benchmark as “Very Good” for grant of financial upgradation under MACP before 25.07.2016.

Sir,
            As you are aware that based on recommendations of the 7th CPC, the benchmark for grant of MACPs has been enhanced from “Good” to “Very Good” w.e.f. 25.07.2016. For grant of MACP, 3 years APARs are taken in to consideration. This step has debarred so many officials from the financial upgradation.

            Since the earlier “Good” benchmark was applicable up to 25.07.2016, the employees having “Good” grading in their APARs for the previous three years have no reason to be debarred. There is every justification to consider the employees having “Good” benchmark for the previous three years i.e. 2014-15, 2015-16 & 2016-17 for financial upgradation under MACP.

It is therefore requested to kindly cause suitable instruction in this regard so that the eligible officials may get financial upgradation who have been debarred because of enhancement of benchmark w.e.f 25.07.2016.

A positive and early action is highly solicited.

RESOLUTION ADOPTED FROM FIVE DAYS RELAY DHARNA( 12.02.2018 to 16.02.2018) AT MEGHDOOT BHAWAN, NEW DELHI

This mammoth 5 days’ Relay Dharna held at Chief PMG office, Meghdoot Bhawan, New Delhi notes with gravest concern that the Postal Administration has gradually become apathetic and inconsiderate towards the genuine grievances of postal employees including GDS/Part time/DRMs. Negotiating forums have been made defunct. Periodical meetings are not being held since long. Even JCM departmental council meeting has not been held since last one year. The Department of Posts is bringing about serious changes in its operation, functioning and launching new services. We are also supporting such changes for ensuring prompt services to people and there by existence of our department. But in our opinion all are being done unilaterally and in a hasty manner without caring the least even for the recommended infrastructure and training. The views of staff of our department, which is the actual resource represented by this Federation and also other legitimate bodies are completely neglected, denied of.

In recent years right from Branch/Division to All India we have conducted a series of agitation programs followed by All India Strike on 23rd August 2017 to express our grievances and also to attract the attention of administration in the interest of services along with the burning issues of staff side. But unfortunately we are feeling that the Postal Administration of different tiers are paying no heed to our genuine protest, rather refusing to start dialogues with the staff side. Even at present our Trade Union rights like grant of special casual leave, leave to attend union meetings and program are also drastically denied of. As a whole, the legitimacy of the staff side is being humiliated every day and purposefully organization is being made insignificant. Sometimes it looks like declaring an administrative war against its own staff and staff representatives.

This august platform still does not believe in conflicts as it would only frustrate the noble purpose of public service rendered by India Post. All ways from our side are still open for dialogue and cooperation. In this background we think for our existence it would be wise if Postal Administration comes forward and starts effective discussions to utilize the potency of the Postal employees taking them into confidence rather than treating as hurdles. With this hope this continuous demonstration demands immediate restoration of all round dialogues with the staff side at all tiers and bringing back all forum into effect. At all India level this dialogue should immediately be started on our 15 Points Charter of Demands (Copy enclosed). Already we have backed by the walls. So if present ongoing pains, miseries of staff and ignorance to staff side still are continued or intensified, the situation will compel the entire postal employees to resort to start wider form of trade union action including Indefinite Strike, for which the Administration will be solely responsible.

OUR DHARNA PROGRAMME FROM 12TH TO 16TH FEBRUARY 2018 WILL CONTINUE

A meeting on 15 points charter of demands was held in the chamber of Sri Tilak Dey, Addl D.G. (Post) Dak Bhawan, New Delhi . Sri Shailender Dashora DDG(SR), Smt Daisy Warla, Director(SR) and Sri R.S Mawar, A.D.G(SR) were present from Administrative side. From NFPE,  Coms. R.N. Parashar S/G – NFPE & G/S - P-III, Giriraj Singh President NFPE & G/S-R-III, Vikram Shah, G/S P-IV, S.B Yadav G/S- Postal Accounts and Virendra Tiwari G/S-SBCO participated in the meeting.
A detailed discussion took place on all agenda items. But there is no fruitful result.
Therefore our Dharna Programme from 12th to 16th feb 2018 will continue.

Introduction of new dress code and caps to the postman by the Honorable Minister for communications without calling staff side.

The Department of Posts has redesigned the uniform for Postmen (both male and female) and MTS cadre in consultation with National Institute of Fashion Technology, Delhi (NIFT). The uniform has been redesigned keeping in view the functionality, comfort and durability. The uniform will provide a strong brand identity of the Department of Posts as it provides for easy identification of postmen staff.

The Department enjoys credibility and respect through the field operatives that is the postmen. He is the face of the Department as he delivers letters and parcels to every door. Therefore, it is important that the uniform he wears, which identifies him with the Department should be such that he stands out. Khadi being indigenous to our culture and comfortable in all climatic zones of the country was found suitable for the postmen.

As per the recommendation of 7th CPC, the Government has decided to provide Rs. 5,000/- as dress allowance per year. Khadi and Village Industries Commission (KVIC) under the Ministry of Micro, Small & Medium Enterprises has agreed to provide dresses for the postmen from its outlets in each district of the country. The Postmen can purchase dresses from outlets of KVIC from the dress allowances provided to them.

Hon’ble Minister of Communications, Shri Manoj Sinha launched the redesigned uniform for postmen/postwomen and MTS in New Delhi in the august presence of Hon’ble Minister of State (I/C), MSME, Shri Giriraj Singh. The 90,000 postmen/postwomen, Mail Guard, Multi Tasking Staff will get benefitted by the redesigned uniform.

OBSERVE 5th DEATH ANNIVERSARY ON COM. O.P.GUPTA ( EX SECRETARY GENERAL NFPTE AND FOUNDER GENERAL SECRETARY AI RMS & MMS EU MGs & Gr ‘D’) ON 6TH JANUARY 2018.


The late lamented Com .O.P.Gupta, the tallest leader P & T Trade Union movement is an inspiration and guiding sprit for lakhs of   P & T and Central Government Employees. A valiant fighter to the cause the working class, his life was a great epic of incessant struggles and incarceration. He had enriched our movement beyond all parameters of comprehension with dogged determination and unfaltering faith in the cause of the working class. He led the P & T movement in the most teasing times of its history.
If was happens to turn back the pages of history of P & T Trade union movement, the name of Com. O.P.G. will stand out in letters. 
His entire life was devoted to the cause of the working class and will be remembered forever. To remember the life and work of Com .O.P.Gupta, the All India RMS & MMS EU Mailguards & MTS ( NFPE R4) call upon All Branch /Divisional /Circle Unions to organize General Body Meetings on the Day of his 5th  Death Anniversary , the 06-01-2018. We take the solemn pledge to carry forward the task left unfinished by him unitedly and determination upholding the sprit of working class unity.
