ONE DAY STRIKE ON 16th MARCH 2017
The Election Commission of India yesterday (4th Jan 2017) announced Assembly polls for 5 States in the Country.
It is notified that there are election poll (phase-2) for large number of Assembly Constituencies in the States.
Thus the date decided for one day strike by Confederation of CGEW on 15th February 2017 has been changed inevitably.
Hence the strike date further fixed on 16th March 2017 and Notice may be served today itself as per our schedule.
NFPE is serving strike notice to the Secretary, Department of Posts today.

The late lamented Com
.O.P.Gupta, the tallest leader P & T Trade Union movement is an inspiration
and guiding sprit for lakhs of P & T and Central Government Employees. A
valiant fighter to the cause the working class, his life was a great epic of
incessant struggles and incarceration. He had enriched our movement beyond all
parameters of comprehension with dogged determination and unfaltering faith in
the cause of the working class. He led the P & T movement in the most
teasing times of its history.
If was
happens to turn back the pages of history of P & T Trade union movement,
the name of Com. O.P.G. will stand out in letters.
His entire life was devoted to the cause of the working class and will be
remembered forever.
To remember the
life and work of Com .O.P.Gupta, the All India RMS & MMS EU Mailguards
& MTS ( NFPE R4) call upon All Branch /Divisional /Circle Unions to
organize General Body Meetings on the Day of his 4th Death Anniversary , the 06-01-2017. We
take the solemn pledge to carry forward the task left unfinished by him

7th Pay Commission : Central government employees are feeling let down by the political authority as well as their own union, due in terms of better monthly salary and allowances.
Despite representations to the Prime Minister, Home Minister, Finance Minister, Railways Minister, Departmental heads and Committees set up by the government to look into the pay and allowances related grievances, the employees have expressed utter disappointment that they have not been heard so far.
"We had sought a minimum pay of Rs 26,000, they gave us Rs 18,000. After every meeting they do not say anything. We ask, how much you can improve upon, you tell us how much you can go, buy they don't say anything, said K. K. N. Kutty, President, Confederation of Central Government employees and Workers, on the discussions the union has had over Allowances.
"There is no discussion in real terms regarding 7th pay commission, they simply listen to us and do not commit anything. We think the political authority, we don’t know, it could be Prime Minister, has not authorized the bureaucracy to commit anything to us,"added Kutty.
When around 33 lakh central government employees threatened to go on strike on July 11 protesting the implementation of 7th Pay Commission, the Finance Ministry had agreed to set up Anomalies Committee, and Allowances Committee who would be mandated to go through the fine print of the 7th Pay Commission.
Even after the formation of 22-member Anomalies Committee headed by Secretary, Department of Personnel and Training (DoPT) with members from both the official and staff side, and Allowances Committee headed by Finance Secretary, no settlement on the wage hike or allowances issue appears in sight.
The Government is yet to set up the high level committee on minimum wage, fitment formula revision and other main demands of central government employees as assured by Cabinet Ministers in July 2016.
The National Joint Council of Action, a front formed by six government staff unions, including Confederation of Central Government Employees (CCGE), All India Defence Employee Federation and National Coordination Committee of Pensioners Association representing the staff side of the central government employees have even threatened to go on a large scale agitation and hold a march up to the Parliament on December 15, if government fails to improve on pay and allowances over what has been implemented under 7th Pay Commission.
The point not to be missed here is that, while the salaries of central government employees were revised after 10 years, However, our country's MPs’ and MLA' s salaries doesn't need a pay commission, they will increase it themselves.

Revision of NPS employees to Old Pension Scheme

(a) whether Central Administrative Tribunal, Ernakulam bench has ordered the Central Government to revert the employees who had joined after 1st January, 2004 under NPS to Old Pension Scheme and has observed that date of vacancy should be the basis for inclusion under NPS or Old Pension Scheme instead of date of joining, if so, details thereof;
(b) whether Government has reverted them to Old Pension Scheme, if so, details thereof, if not, reasons therefore; and
(c) whether Government would issue notification for all Central/State Governments and Autonomous Organizations employees in this regard, as per the above orders, if not reasons therefore?

The Minister of State in the Ministry of Finance
(a) The Hon’ble Central Administrative Tribunal (CAT) in its judgment has declared that the applicants of Original Application No. 20/2015 are deemed to have been appointed from the date of vacancy arose and they shall be included in the CCS (Pension) Rules, 1972.
(b) No Sir. It has been decided to file a petition before the Hon’ble High Court of Kerala against the orders of Hon’ble CAT in Original Application No. 20/2015.

Death Claims to be Processed within 07 Days and Retirement Claims to be Settled on the Day of Retirement
Payment of Statutory Contributions Henceforth only through Internet Banking
The Prime Minister of India during the PRAGATI review meeting held on 26th October desired that claims related to death cases be prioritized and expedited and retirement claims may be settled on the day of retirement. In accordance, the processes have been reviewed and instructions have been issued to field offices to settle death claims within a period of 07 days from the date of receipt of proposal and retirement claims on the day of retirement. The officials in the facilitation centre of field offices have been instructed to scrutinize the claims and guide the claimant regarding submission of required documents in appropriate shape. An official has been posted in the facilitation centers of EPFO this category of claims.
Employers are now increasingly using internet banking to deposit statutory EPF dues since EPFO made it mandatory to use internet banking as the mode of receipt of EPF dues. 96.03% contributions in October 2016 were received online.
In an important judgment delivered by the High Court of Madras in the matter of writ petition filed by Builders Association of India, Madurai, the High Court dismissed the petition praying non enforcement of EPF & MP Act, 1952 every employee employed in or in connection with the work or that factory or establishment, other than an excluded employee, who has not become a member already shall also be entitled and required to become a member of the Fund from the date of joining the factory or establishment.
To expand the reach of convenience offered to EPF members, EPFO has joined the network of Common Services Centers (CSC). A Memorandum of understanding (MoU) has been signed between EPFO and CSC e-Governance Services India Limited (CSC SPV) on 25th October 2016. The MoU is initially for a period of five years. Every year on 14st November, pensioners were required to submit their life certificates. From this year onward, pensioners can submit digital life certificates via Jeevan Pramaan Patra programme through a large number of points of Presence (PoP) of CSC network in addition to those available at EPFO offices. The pensioners living in remote areas can avoid cost and inconvenience of travelling down to the EPF offices or their banks for filing paper based life certificate through this arrangement.

MEETING ON ALLOWANCES
A meeting on Department of Posts specific allowances was held with the Committee on allowances under chairmanship of Secretary Finance and secretary Expenditure. From Department of Post, Secretary (Post), Member (Personal), DDG (Personal), DDG (Estates) , DDG(Estt. & SR), Director Estt. attended the meeting. From Staff Side Com. R.N. Parashar, Secretary General NFPE,Shri Theagarajan, Secretary General FNPO & Shri S.K. Mishra , Secretary General, BPEF, participated in the meeting. Many other officers of DOP&T, Finance, Health Ministries also participated.
Three meetings were held with Department and Administration and Unions after discussing threadbare came to conclusion and accordingly presentation was prepared which was presented before the Committee. Secretary (Finance) shown much interest and he asked so many questions and raised queries on each allowance and asked the Department to submit a report on financial implications.
The meeting was concluded in a very co-ordial manner and we should hope for positive outcome. On the following allowances we submitted our proposal which is mentioned below:
Fixed Monetary Compensation to Postman:
Proposal: Not to abolish the allowance. It is proposed to grant Rs.300/- per day for additional full beat and Rs.150/- per day for sharing of beat(half beat) and further proposed to increase by 25% every time when DA reaches at 50%.(Department earlier proposed that allowance as Rs.200/- and Rs.100/- but on the demand of Federations, now it is proposed same as Rs.3oo/- and Rs.150/-
Special Allowance to PO & RMS Accountants:
Proposal: The allowance is required to be continued as this special allowance has been sanctioned in lieu of higher pay scale. If abolished, one increment is to be allowed on promotion which costs more to the Department. Therefore, it is proposed to grant special allowance equivalent to one increment which will be kept separately and not to be added in the basic pay. Other conditions applicable to present allowance will remain in force. (i.e. if this allowance is drawn for three years it will be added to basic pay while pay fixation on promotion.)
Cycle Allowance to Postman:
Proposal: Must be retained while doubling the amount to Rs.180 p.m. and further increase by 25% every time the DA increases by 50%
Cash Handling and Treasury Allowance:
Proposal: The Cash Handling Allowance should be retained and need to be doubled and further increase by 25% every time the DA increases by 50%.
Fixed Medical Allowance:
Proposal: 33 Postal Dispensaries may be merged with CGHS.
All Postal Pensioners irrespective of their participation in CGHS while in service should be covered under CGHS after making requisite subscription.
Till such time, the FMA may be allowed @ Rs.2000/- per month enhancing from Rs.500/- p.m. being paid at present.
Headquarter Allowance:
Proposal: Proposes to retain the Headquarters Allowance at the uniform rate of 10% of the basic pay subject to ceiling of Rs.9000/- per month.
Overtime Allowance:
Proposal: Department recommends to grant additional duty allowance in lieu of OTA in operative offices only for performing additional duty of absentee official.
It is proposed Rs. 100/- per hour maximum of three hours in a day and further increase by 25% every time the DA increases by 50%.
Besides these we demanded S.B. Allowance and Supervisory allowance to be continued and enhanced proportionately.

Sir,
While expressing our sincere thanks to you and the Postal Board for taking positive action for settling the demand for bonus parity to Gramin Dak Sevaks, we would like to request your sympathetic and immediate intervention for implementing the Directorate orders for payment of revised wages to Casual, Part time Contingent employees working in the Postal Department with effect from 01.01.2006.
The Directorate has issued orders for payment of revised wages (6th CPC minimum) to casual labourers in the month of January 2015. Subsequently the queries raised by some Chief PMGs were also clarified by Directorate. Even though 21 (twenty-one) months are over, the Directorate orders are not yet implemented in some circles. We have already brought the case to your notice and the notice of the concerned Chief PMGs several times, but the issue still remains unsettled. Hence we were compelled to include this demand also as the second demand of the proposed indefinite fast in front of Dak Bhawan from 3rd November and two days strike on 9th & 10th November 2016.
As you have assured us that the grievances of this poor and most downtrodden section of workers will be settled in a time-bound manner, we hereby inform you that we have decided to withdraw the proposed hunger fast from 3rd November and two days strike on 9th & 10th November 2016.
We once again request you to issue strict instructions to all Chief PMGs to implement the Directorate orders in a time bound manner, say, before 30th November 2016.
