The Federal Secretariat meeting of NFPE was held at New Delhi on 27.09.2016 under the presidentship of Com. Giriraj Singh, President, NFPE. Representatives of all affiliated organisations attended the meeting. Com. M. Krishnan, Ex-Secretary General & Secretary General, Confederation also attended and guided the discussion and decisions. Com. R. N. Parashar, Secretary General, NFPE reported the non-grant of enhanced bonus to GDS and the efforts made by NFPE leadership to settle the issue. He also reported the non-settlement of payment of arrears to casual Labourers inspite of orders issued by Directorate. Com. Parashar, reported the details discussion he had with Shri. D. Theagarajan, Secretary General FNPO and placed the following proposal of PJCA before the Secretariat meeting.
1. Phase programme of action culminating in two days nation wide strike on 9th & 10thNovember 2016 exclusively on the bonus demand of GDS and revision of wages of casual labourers.
2. The Secretariat after detailed discussion decided to implement the decision of PJCA. Accordingly the Federatl Secretariat calls upon all Branch/Divisional/Circle Secretaries of NFPE affiliated Unions/Associations and also AIPEU-GDS to make the agitational programmes and two days strike cent percent success. (NJCA Circular published separately)
HOMAGE TO COM. DES RAJ SHARMA
Before commencement of the meeting, the National Secretariat paid respectful homage to Late Com. Des Raj Sharma, Ex-General Secretary, P-IV CHQ & Ex-Deputy Secretary General, NFPE. The Secretary General and all other participants mentioned about the unforgettable contributions made by Com. Des Raj Sharma and also his sufferings for strengthening P-4 Union, NFPE and Confederation. The National Secretariat expressed it heart-felt condolences and offered two minutes silence.
DEPARTMENTAL ANOMALY COMMITTEE – DEPARTMENT OF POSTS
Secretary General reported the communication received from the Department regarding constituition of Departmental Anomaly Committee. The following will represent NFPE in the Committee against the 5 seats allotted to NFPE. Com. R. N. Parashar (SG & GS – P3), Com. Giriraj Singh (GS-R3) Com. R. Seethalakshmi (GS-P4), Com. P. Suresh (GS-R4) Com. Pranab Bhattacharjee (Admin Union).
It is decided that all General Secretaries should submit the items to be included in the agenda of the Anomaly Committee to Com. Giriraj Singh, Secretary, JCM (DC) staff side on or before 15.10.2016. Branch/Divisional/Circle Secretaries should submit the items to their respective General Secretaries before 12.10.2016.
FINAL MEETING WITH CHAIRMAN GDS COMMITTEE
Chairman GDS committee has invited NFPE for final interaction before finalizing the recommendations. Accordingly, Com. R. N. Parashar, Secretary General, NFPE and Com. P. Panduranga Rao, General Secretary, AIPEU-GDS, shall attend the meeting on 7th October 2016.

NFPE and former G.S. P-4 union expired on 24th September 2016 at his Delhi Residence. He was a very good organiser and fighter. His contribution towards Trade Union movement and NFPE will ever be remembered. CHQ R4 NFPE conveys heartfelt condolences to the bereaved family and pray eternal peace to the departed soul. SUB: - GRANT OF BONUS TO GDS WITH REVISED CEILING @ RS.7000- FROM 2014-15 – REQ – REG.
The Government of India, Ministry of Finance issued order on revised ceiling limit of PLB from Rs.3500- to Rs.7000- from the year 2014-15 (OM No. 7/4/2014-E-III A dated 29-08-2016) to all Central Govt. Employees. It is apparent to note that the calculation of Productivity Linked Bonus for the year 2014-15 with revised ceiling limit @ Rs.7000-to regular departmental employees in the Department of Posts has been granted vide letter No. .26-01/2015-PAP dated 02-09-2016 and the arrears have also been drawn in favour of the regular employees.
The case of 3 lakh GDS employees regarding applicability of revised ceiling limit @Rs.7000- is yet to be finalized by the Department.
Therefore, it is requested to kindly expedite the grant of Bonus to 3 lakh Gramin Dak Sevaks at the revised ceiling @ Rs.7000- from 2014-15 prospectively.
Early action is highly solicited.

NOTE ON ALLOWANCES
1. The recommendation of the 7th CPC that Tough Location Allowance will not be admissible alongiwth Special Duty Allowance (SDA) should not be accepted by Government.
In para 8.10.62 of the 7th CPC the following recommendation is made –
Para 8.10.62 - There are some “Special Compensatory” Allowances that are based on geographical location and are meant to compensate for hardship faced by employees posted in such places. It is proposed to subsume these allowances under the umbrella of “Tough Location Allowance”.
In Para 8.10.63 the Commission made the following recommendations –
“The Tough Location Allowance will, however, not be admissible along with Special Duty Allowance”.
At present, special allowances are paid in the following places along with Special Duty Allowance.
(a) Assam and North Easter Region – Special Compensatory allowance paid alongwith Special Duty Allowance.
(b) Andaman & Nicobar Islands – Special Compensatory Allowance paid alongwith Island Special Duty Allowance.
(c) Tripura Special Compensatory Remote Locality Allowance paid along with Special Duty Allowance.
Demand of the staff side: In all the above cases “Tough Location Allowance” may be paid alongwith Special Duty Allowance. Withdrawal of any of the above allowances, will result in substantial financial loss to the employees. An existing benefit should not be withdrawn, under the pretext of 7thCPC’s unjustified recommendation.
2. Special Duty Allowance in N. E. Region should be uniform for all at 30%.
In Para 8.17.115 the 7th CPC made the following observation –
“Special Duty Allowance (SDA) is granted to attract civilian employees to seek posting in North Eastern and Ladhak Regions, in view of the risk and hardship prevailing in these areas. Currently the rate of SDA is 37.5% of Basic Pay for AIS officers and 12.5% of Basic Pay for other employees.
In para 8.17.118 the Commission made the following recommendation –
“Accordingly in line with our general approach of rationalizing the percentage based allowance by a factor of 0.8, SDA for AIS officers should be paid at the rate of 30% of Basic Pay and for other civilian employees at the rate of 10% of their basic pay.
Demand of the staff side: The discrimination between AIS officers and other civilian employees in payment of SDA should not be there and all may be paid at the same rate i.e. at the rate of 30% recommended by the pay commission for AIS officers.
3. Allowances which are not reported to 7th CPC by the concerned departments.
In para 8.2.5 of the report, the 7th CPC made the following recommendation.
“We have considered all allowances reported to us, in this chapter. Any allowances, not mentioned here (And hence not reported to the commission) shall cease to exist immediately. In case there is any demand or requirement for continuation of an existing allowance which has not been deliberated upon or covered in this report, it should be re-notified by the ministry concerned after obtaining due approval of Ministry of Finance and should be put in the public domain”.
Demand of the Staff Side: The above recommendation should not be accepted, as it amounts to penalizing employees for the fault of the departmental heads. The following allowance which are not reported to the commission should be retained and enhanced.
(a) PO & RMS Accountants’ Special allowance
Postal Assistants and Sorting Assistants of Postal department are posted as PO & RMS Accountant after passing a qualifying examination. Taking into consideration their work which require much skill, application of mind, and knowledge of all rulings, Special allowance is granted to them. This allowance may beretained and enhanced.
4. Savings Bank Allowance in Post offices:
In Department of Posts, Savings Bank Allowance is granted to Postal Assistant working in Post Office Savings Bank (POSB) for shouldering strenuous and complicated nature of Savings Bank work. Postal Assistants need to qualify an aptitude test to get this allowance. The current rates are Rs.300/- per month for fully engaged staff and Rs.150/- per month for partially engaged staff.
In para 8.10.80 of the report, the Commission recommended as follows:
“Savings Bank Allowance be abolished as the justification provided by the concerned ministry for the grant of this allowance is not sufficient for their continuance”.
Demand of staff side: Savings Bank Allowance should be retained and enhanced in view of the justification given above.
5. Special Compensatory (Hill area) Allowance
In para 8.10.50 of the report, the 7th CPC made the following recommendation – “There is hardly any hardship involved at altitude of 1000 meters (more than 3000 feets) above sea level. Hence, it is recommended that the allowance should be abolished.
Demand of the staff side: The above observation of the commission is not based on ground realities but based on presumption. Hence the above allowance should be retained and enhanced.
6. Family Planning Allowance
In para 8.17.50 of the report, the 7th CPC made the following recommendations – “The commission recognizes the fact that most of the benefit related to children viz. children Education Allowance, maternity Leave, LTC etc. are available for two children only. Moreover, the level of awareness regarding appropriate family size has also gone up among Government servants. Hence, a separate allowance aimed towards population control is not required. Accordingly, it is recommended that family planning allowance should be abolished.
Demand of the staff side: The above allowance may be retained. In any case, the Family Planning Allowance already granted should not be withdrawn.
7. Fixed Medical Allowance
In Para 8.17.51 of the report the 7th CPC observed as follows –
It is granted to pensioners for meeting expenditure on day to day medical expenses that do not require hospitalization, presently payable at the rate of Rs.500/- p.m. Demands have been received to increase the rate of this allowance to Rs.2000/-.
In para 8.17.52 the Commission made the following recommendation-
The Commission notes that the allowance was enhanced from Rs.300/- to Rs.500/- p.m from 19.11.2014. As such, further enhancement of this allowance is not recommended.
Demand of the staff side: in the memorandum submitted to 7th CPC, the staff side had elaborately explained the justification for enhancing the FMA to Rs.2000/-. As everybody knows, old age persons are suffering from many deceases and as the cost of medicines has increased manifold the expenditure on outdoor medical treatment has also gone up like anything. With Rs.500/- p.m no pensioner can meet the medical expenses. The commission has not conducted any scientific and realistic study, but simply rejected the demand stating that it is enhanced recently. It is once again requested that the FMA for pensioners may be enhanced to Rs.2000/- p.m as in the case of EPF pensioners.
8. Cash handling Allowance
In para 8.10.9 of the report, the 7th CPC observed as follows: -
It is paid to cashiers working in Central Government departments, for handling of cash. The current rates are –

Again in Para 8.10.57 the commission observed as follows: -
Treasury Allowance – This allowance is granted in Department of Posts to Treasurers and Assistant Treasurers working in Head Post offices and large Sub Post offices for handling cash. The present rate is Rs.360/- p.m for handling cash upto Rs.2 lakhs and Rs.480/- p.m. for handling cash more than Rs.2 lakhs.
In para 8.10.80 the commission made the following recommendation
Assistant cashier Allowance, Cash handling allowance and Treasury Allowance –
With technological advances and growing emphasis on banking, these allowances have lost their relevance. Hence it is recommended that not only all salary be paid through banks, but Ministries/departments should work out plans to first minimize and then eliminate all sorts of cash transactions.
Demand of the staff Side: The recommendation of the Commission is not realistic. Till that time the cash transactions are eliminated the Cash handling allowance and Treasury allowance should be retained and enhanced.
9. Cycle Allowance
In para 8.15.10 of the report the 7th CPC made the following observation.
“It is paid where the duties attached to the post require extensive use of bicycle and the official concerned has to use and maintain his own cycle for official journeys. The existing rate is Rs.90 p.m.
In para 15.11 the commission made the following recommendation –
“The Commission is of the view that amount of this allowance is megre and the allowance itself is outdated. Hence it should be abolished.
Demand of the staff side: This allowance is at present given to more than 40000 Postmen staff and about 50000 GraminDakSevaks of the Postal Department. When the commission itself observed that an official using his own bicycle for official duties has to incur expenditure for maintenance of the cycle. When the maintenance work is done for performing official duties, the amount should be reimbursed to the official, whether the amount is megre or not – Hence this allowance should be retained and enhanced.
10. Overtime Allowance
In para 8.17.97 of the report the 7th CPC made the following recommendations -
Hence while this commission shares the sentiments of the predecessors that Government offices need to increase productivity and efficiency and recommended that OTA should be abolished (except for operational staff and industrial employees who are governed by statutory provisions) at the same time it is also recommended that in case the Government decides to continue with OTA for these categories of staff for which it is not statutory requirement, then the rate of OTA for such staff should be increased by 50% from their current levels.
Demand of the staff side: OTA rates are revised in the year 1987. For the last 30 years no revision has taken place. Eventhough an arbitration award for enhancement is given, the same is also pending implementation for the last 20 years. After 7th CPC revision, one hour wage of an MTS is Rs. 75/- where as rate for one hour OTA is Rs.15.85 only!!! Hence it is requested that overtime allowance wherever sanctioned must be based upon the actual basic pay of the entitled employee.
11. Dress Allowance
(a) Para 08.16.14 may be referred. The 7th CPC recommended four slabs of Dress allowance per year for various categories of employees. In the Department of Posts there are about 75000 Postmen and Multi-Tasking staff wearing uniform. Their name is not mentioned in the category of employees shown in the table. Even if it is included in the other categories of staff, then the Dress Allowance per year will be Rs.5000/- only. At present the Postmen/MTS staff of Postal department are getting more than Rs.5000/- for uniform plus washing allowance. Hence it should be made clear under which category the Postmen and MTS staff of Postal department are to be included, in the dress allowance table recommended by the 7th CPC. These official may be granted Rs.10000/- as dress allowance.
(b) It is further demanded that the Dress Allowance ceiling to be raised to Rs.32400 per annum.
(c) If cloth for dress is provided stitching charges should be revised reasonably.
(d) Washing allowance should be increased from Rs.90/- to 150/- Rupees per month.

Federal Council of NFPE was held at Guwahati (Assam) from 07th to 09thSeptember, 2016.
The programme commenced with Flag hoisting on 07.09.2016 F/N. The National Flag was hoisted by Com. M.R. Das, Working Chairman, Reception Committee and NFPE Flag was hoisted by Com. Giriraj Singh President NFPE. After that homage was paid to the Martyrs by offering floral tribute on martyrs Column. First of all Com.A.K. Padmanabhan, All India President C.I.T.U. offered the flowers on Martyrs Column after that it was followed by all leaders , guests, delegates and visitors including Coms. KKN Kutty, M. Krishnan, M S Raja, Vrigu Bhattacharjee, CC Pillai, K. Ragavendran, K V Sridharan,Giriraj Singh , R.N. Parashar, all General Secretaries , NFPE office bearers and all Federal Councilors and visitors.
The open session was conducted at Distt. Library Auditorium, Guwahati. All leaders and Comrades started from BSNL Compound to Distt Library Auditorium in a form of procession shouting slogans. The lady Comrades in traditional uniform dress of Assam were the main attraction of procession.
The open session started at 4 p.m. on 07.09.2016 with traditional Assamese folk song by the Cultural group of lady Comrades of Postal & RMS Guwahati. The open session was presided by Com. Giriraj Singh, President, NFPE. Welcome speech of Chairman Reception Committees, was read out by Com. L.P. Saikia, President , R.C.C & P-III Assam Circle as he could not attend due to his illness. All leaders were honoured by garlanding showl and presenting Mementos.
The open session was inaugurated by Com. AK. Padmnabhan, Presindent, C.I.T.U. In his inaugural speech he elaborately decribed the adverse impact of neo-libral economic policies on working class. He stated that the 2nd September strike was a grand success and working class has comeout to protest the policies of Central Government unitedly. He stressed the need of united trade union action to resist the onslaughts of ruling class on workers. Com. KKN Kutty, President Confederation, spoken on pay commission related issues and deferment of 11thJuly strike. Com. M. Krishnan, Secretary general Confederation expressed his dissatisfaction over pay commission report and stated that if within 4 months period no positive result comes out Confederation will chalk out its own programme of action to achieve the demands. Com. M.S. Raja, Working President Confederation and Secretary General Audit , Com. Vrigu Bhattacharjee, Treasurer Confederation & Secretary General Cicil Accounts , Com. Satanjib Ds, Joint Convenor JCTU Assam, Shri M.K. Seth, CGM Telecom also addressed the open session. Com. R.N. Parashar , Secretary General NFPE, vehemently opposed the policies of Government which are mostly in favour of corporates and against working class. He stated that we will not allow the Government to privatize or outsource any function of Postal Department. He stressed the need to chalk out some agitational programme with Confederation to achieve the demands related to Pay Commission.
Vote of thanks was given by Com. G. Talukdar, AGS & Circle Secretary R-III. The programme was anchored by Com. D.K. Debnath General Secretary, Reception Committee.
The Open Session ended with the presidential speech of Com. Giriraj Singh, President NFPE.
After open session very good cultural programme in various forms was presented by the Cultural group of Children and women Comrades of Postal & RMS Guwahati (Assam).
2nd Day i.e. on 08.09.2016 the proceedings of Delegates session started at 10A.M. in BSNL Hall, Pan Bazar, Guwahati under Presentship of Com . Giriraj Singh, President, NFPE.
Before commencement of the delegate session homage was paid to the leaders, Comrades, Eminent personalities and known & unknown persons who lost their lives in various natural calamities during this period. The resolution on homage was presented by Com. R.N. Parashar, Secretary General NFPE and after that one minute silence was observed by all in respect of Martyrs.
The Notice of agenda was readout by Secretary General and it was approved by the house after some addition.

This 10th Federal Council of National Federation of Postal Employees (NFPE) held at Guwahati (Assam) from 7th to 9th September 2016, views with grave concern the totally negative attitude of the Central Government in settling the common demands of the Central Government employees including increase in minimum wage and fitment formula and other modifications sought for by the National Joint Council of Action (NJCA) and JCM (NC) staff side. The Federal Council while appreciating the efforts being made by Confederation of Central Government employees & Workers jointly with NJCA to settle the demands calls upon the NJCA to organize higher form of trade union action including revival of the deferred strike to get the demands settled in a time-bound manner.
This Federal Council further notes that in the Postal department also due to the negative attitude of the Government and Postal administration long pending demands are remaining unsettled. None of the 7th CPC related demands of various cadres of Postal department are settled. Regularization of Gramin Dak Sevaks and grant of all benefits of regular employees on pro-rata basis is still pending. The New Pension Scheme (NPS) has created uncertainty among the employees recruited after 01.01.2004, about their pensionary benefits. Department has unilaterally issued orders for outsourcing booking and delivery of registered, speed post and express parcel post articles. The task force committee recommendations are not yet dropped, no effective remedial measures are taken to streamline the functioning of CBS/CIS, revision of wages and payment of arrears of casual labourers from 01.01.2006 is still pending in many circles, more than 60000 vacancies in various cadres including promotional posts are remaining unfilled. All the above issues are agitating the minds of the employees for a long time.
The federal council after reviewing the situation prevailing in the Postal department came to the unanimous conclusion that to settle the above issues, serious agitational programmes are to be launched. Accordingly the Federal Council resolve to implement the following phased pregramme of action, either independently or jointly with other Federation.
Programme of action
1st Phase - March to all Divisional offices and submission of copy of memorandum to all Divisional heads. (Memorandum and Charter of demands will be submitted to Minister, Communications and Secretary posts on the same day).
2nd Phase - Mass dharna in front of all Divisional offices.
3rd Phase - Mass dharna in front of all CPMG/PMG offices.
4th Phase - Mass demonstration in front of Dak Bhawan, New Delhi.
Inspite of the above agitational programmes , if the Government of India and department of
Posts refuse to concede the legitimate demands of the Postal Employees, NFPE shall
Organize higher form of trade union action including indefinite strike. This Federal Council
authorizes the Federal Executive to take follow up action in this regard.
CHARTER OF DEMANDS
1. Settle the demands of various cadres of Postal department relating to 7th CPC recommendations submitted to Secretary, Posts in memorandum dated 08.12.2015.
2. Implement cadre restructuring in all remaining cadres in the Department of Posts and settle the residual issues arising at implementation stage.
3. Grant Civil Servant status to Gramin Dak Sevaks and grant all benefits of departmental employees on pro-rata basis.
4. Revision of wages and payment of arrears from 01.01.2006 to all casual, part-time, contingent and daily-rated mazdoors and regularization of services.
6. Fill up all vacant posts in all cadres including promotional posts.
7. Conduct membership verification of Gramin Dak Sevaks and declare the result of the verification already conducted among departmental employees during 2015.
8. Revision of OTA rates & OSA and fixation of norms for CRC/Speed post and Parcel in RMS.
9. Settle problems arising out of implementation of CIS and CBS.
10. Grant of upgraded 3050 pay scale to Postmen w.e.f. 1.1.1996 as per Supreme Court Judgment.
11. Withdraw “Very Good” bench mark condition for MACP and future increments.
12. Grant of S D.A. & HCA to the Assam & NE & remove discrimination.
